빅데이터 분석을 통한 소규모 노후건축물 정책 방향 연구 (A Study on the Maintenance Direction of Small-scale Old Buildings through Big Data Analysis)

초록

본 연구는 소규모 노후건축물과 관련한 연관 중심 키워드를 파악하고 관계도 등 유형별 분석을 통해 소규모 노후건축물의 유지관리 정책 방향을 제시하는 것을 목적으로 한다. 소규모 노후건축물과 연관된 주체 및 시계열 이슈, 상호 관계도 등을 조사‧분석하여 공공성을 담보한 대안 강구가 필요하기 때문이다. 또한, 가치 및 기능적 측면을 확인하는 주요수단으로써 언론 뉴스기사를 통한 빅데이터 분석은 현재 환경에 적합한 해법을 제시하는 데 필요하다. 이를 위해 먼저, 소규모 노후건축물의 개념을 정립하고 관련 법규를 검토한 후 안전관리, 정비, 도시재생 측면의 선행연구를 조사한다. 다음으로 전국 소규모 노후건축물 등의 실태 및 현황을 파악하고, 소규모 노후건축물의 정책흐름 및 전망과 과제 등 현주소를 살펴본다.
소규모 노후건축물과 관련하여 언론에 노출된 뉴스 기사를 검색하여 주요 키워드를 도출하고 키워드별 관계도 및 연관어 등 빅데이터 분석을 실시한다. 특히 지역별로 상위 가중치를 확보하는 키워드를 도출하여 상호 비교하는 등 공공성을 담보한 지역별 소규모 노후건축물 비교 분석을 이행한다.
분석 결과, 소규모 노후건축물은 건축물관리법과 구청장, 공무원, 특별법과 상관관계가 높은 것으로 나타났다. 연관어 분석에서는 안전점검이 가장 높았고, 안전사고와 사용승인이 빈번하게 집계됐다. 전체 키워드 분석과 유사하게 지역별로 건축물관리법, 공무원, 특별법이 상위 가중치를 차지했다. 대부분의 지역에서 건축물관리법이 높은 가중치를 확보해 소규모 노후건축물의 유지관리를 포함하는 관련 법규가 중추적인 역할을 할 것으로 판단된다.
이러한 분석 결과를 바탕으로 소규모 노후건축물에 대한 정책적 시사점을 제시한다.

영어초록

The purpose of this study is to identify keywords centered on publicity in relation to small-scale old buildings, analyze them by type, such as relationship maps, and suggest the maintenance direction of small-scale old buildings in Jeollanam-do. First, the concept of small-scale old buildings is established, and related laws and regulations are reviewed. the policy flow of small old buildings was investigated, and related prior studies were reviewed in terms of safety management, maintenance, and urban regeneration. Next, we examine the current status of small-scale old buildings through the current status and status of small-scale old buildings nationwide, and find out the problems of small-scale old buildings in Jeollanam-do. In addition, major keywords are derived by searching news articles exposed to the media in relation to small old buildings, and big data analysis such as relationships and related words by keyword is conducted. In particular, comparative analysis of small-scale old buildings by region that guarantee publicity is carried out, such as deriving keywords that secure upper weights for each region and comparing them with each other.
As a result of the analysis, it was found that 'small old buildings' have a high correlation between the 'Building Management Act' and the 'District Mayor', 'Public Officials', and 'Special Law'. In the analysis of related words, safety inspections were the highest, and safety accidents and use approval were counted frequently. Similar to the overall keyword analysis, the "Building Management Act", "Public Officials", and "Special Law" accounted for the top weights for each region. In addition, in most areas, the Building Management Act secures high weights, so related laws and regulations that include maintenance of small-scale old buildings are considered to be an important function.
Based on the results of this analysis, policy implications for small-scale old buildings in Jeollanam-do are presented.
