초록

실종자를 발견하기 위해서는 관계기관 간에 협력으로 실종자 발견을 위한 정보공유 등 범사회적 네트워크를 구축하여야 하며, 실종예방과 발견을 위해서 공동대응을 하여야 한다. 연계해야 할 기관의 내용을 살펴보면 행정안전부가 가지고 있는 주민등록 사진정보 연계(인적사항은 이미 연계) 및 가족관계등록부 조회를 통해 실종자를 발견할 수 있으며, 보건복지부가 보유하고 있는 무연고사망자(장사시스템), 치매노인(보건소 통합정보시스템), 장애인 정보 등을 연계하여야 하며, 중앙입양정보원의 입양아동정보를 관리하는 ‘통합관리망’(국내․외 입양인) 정보 등이다. 실종아동보호 및 지원에 관한 법률 제8조의2(실종아동등 신고·발견을 위한 정보시스템의 구축·운영)에 따르면, 경찰청장은 실종아동등에 대한 신속한 신고 및 발견 체계를 갖추기 위한 정보시스템(이하 “정보시스템”이라 한다)을 구축·운영하여야 하고, 실종아동등의 조속한 발견을 위하여 「사회복지사업법」 제6조의 2 제2항에 따라 구축·운영하는 사회복지업무 관련 정보시스템과 연계하여 해당 정보시스템이 보유한 실종아동등의 신상정보의 내용을 활용할 수 있다고 명시되어 있다.
실종자를 찾기 위한 종합지원체계인 실종자 빅데이터 프로파일링시스템 구축하여 과학적인 분석, 추적을 하여야 한다. 따라서 인터넷 실종자 찾기 포털 구축하여 온라인 신고접수․상담하고 실종신고 컨텐츠 제공, 실종예방 위치정보 제공 등을 통해 실종자를 발견해야 한다. 실종자 빅데이터 프로파일링시스템을 고도화하기 위해서는 한국체형에 맞는 얼굴인식 시스템 구축, 실종사건 처리 간소화 등 프로세스 개선, 진행상황 자동 문자 전송, 실종자 통합검색 고도화을 하여야 하며, 범정부적인 빅데이터 정보공유를 통해 자료공유를 하여야 한다. 경찰운영 빅데이터를 통한 실종자 찾기 프로세스 연구는 현장근무를 통한 내용을 중심으로 작성하였다.

In order to find missing persons, a social network should be established, such as sharing information for discovery of missing persons in cooperation with related organizations, and joint action should be taken to prevent and detect disappearances. It is necessary to construct a missing data big profiling system which is a comprehensive support system for finding missing persons and conduct scientific analysis and tracking. Therefore, it is necessary to establish a portal to find missing persons on the Internet and to find missing persons through consultation, provision of missing report contents, and provision of information on missing prevention sites. In order to upgrade the missing data big profiling system, it is necessary to improve the process such as building a face recognition system suitable for Korean body type, simplifying the disappearance case processing, automatic text transmission of progress, and advanced integration search for missing persons.
