초록

이 연구의 목적은 복권정책에 있어서 빅데이터가 적용되는 주요 정책 활동과 사례를 대상으로 복권정책에서 빅데이터의 중요성을 분석하는 것이다. 이론적 배경은 정책의제설정, 정책분석, 정책결정, 정책집행, 정책평가 단계의 정책과정과 지적작업이다.
사례분석결과 정책의제설정과정에서 이루어지는 복권 분야의 정책활동은 대표적으로 복권법제정이나 복권위원회 수립 등의 법제도와 정책체제 마련이다. 이때 사용되는 빅데이터 기술은 뉴스나 SNS 등의 여론을 분석할 수 있는 의미망분석이다. 정책분석 단계에서 이루어지는 복권분야의 지적작업은 대표적으로 사업자선정과 시장분석이다. 이 단계에서 적용되는 빅데이터 기술은 인터넷상에 발생하는 불법사행산업 사이트나 매출 등의 정보를 탐색하는 검색엔진 기술이다. 정책결정단계에서는 매해 판매할 게임과 발행구조의 설계이다. 이때 사용되는 기술은 불확실성에 대한 예측과 확률 분석이다. 정책집행단계에서 집행되는 복권 분야 활동은 게임의 발행과 판매이다. 게임데이터의 정확성과 견고성 확보를 위해서 게임데이터의 통계와 검증기술이 필요하다. 정책평가단계이서 집행되는 복권 분야 활동은 민간사업평가와 공공사업평가 두 가지이다. 정책평가에 주로 적용되는 빅데이터 기술은 기금사용결과를 분석하고 국민에게 실시간으로 공유할 수 있는 통계기술과 시각화 기술이다.
각 정책과정에서 적용되는 빅데이터 기술을 통해 복권정책의 정당성, 공정성, 타당성, 정확성, 신뢰성 등을 확보할 수 있을 것이다. 그러나 이러한 데이터 기반의 정책을 설계하고 집행하기 위해서는 무엇보다 체계적이고 전문적인 연구조직과 연구활동을 수행할 수 있는 거버넌스의 구현이 선행되어야 한다고 본다.

영어초록

The purpose of this study is to analyze the importance of big data in lottery policy for major policy activities and cases where big data are applied in lottery policy. The theoretical background is policy process and intellectual work of policy agenda setting, policy analysis, policy making, policy conducting, and policy evaluation.
As a result of the case analysis, policy activities in the lottery field in the process of setting up the policy are representative legislative and policy systems such as enactment of the lottery law and establishment of Korea lottery commission. Big data technology is semantic network analysis that can analyze opinion such as news and SNS. The intellectual work in the lottery field in the policy analysis phase is representative of the operator selection and market analysis. The Big Data technology applied at this stage is a search engine technology that searches for illegal gambling industry sites and sales information on the Internet. At the policy decision stage, major activities are the design of the games and issue structure to be issued each year. The technique used here is prediction of uncertainty and probability analysis. Major activities that are carried out at the policy execution stage are game issueing and game sales. To ensure the accuracy and robustness of game data, statistical and verification techniques of game data are needed. There are two types of activities in the lottery field implemented in the policy evaluation phase: private business evaluation and public business evaluation. Big data technology, which is mainly applied to policy evaluation, is a statistical technology and visualization technology that can analyze the use of funds and share it with the public in real time.
We can secure the legitimacy, fairness, validity, accuracy and credibility of the lottery policy through big data technology applied in each policy process. However, in order to design and implement such a data-based policy, it should be preceded by implementation of governance that can perform systematic and professional research organization and research activities.
