초록

Why compares historian the countries or the systems with different history, geography or social structure? Every each individual has a unique personality, but, it is evident that, only comparison allows an understanding of its uniqueness. Comparison does not consist of seeking similarity, to understand not just what common ground that might be between the societies or systems compared, but also their specific and unique features.
When we remember the last 20th century, it seems clear now, that the last century, on the one hand the basic principle of the human right and constitutional principle become solid, but the other hand, while the 20th century extended the absolute control and suppression through the dictatorship immense.
Although Stalinism and Nazism were wholly different System, arising from totally different types of society, the historian prefers to compare both Systems. To Compare two societies needs the search for the specific in each case, while acknowledging the common features when they can be ascertained. Historian had usually compared a high degree of similarity between two different, and opposed, systems of rule in both dictatorships.
It becomes obvious now, that the totalitarianism concept used as an ideological tool in the times of the Cold War, which disqualified it in the eyes of numerous historians. In place of totalitarianism concepts derives the historian now a days for the system comparison from the concepts of dictatorship.
