학원 교습시간 규제가 사교육비에 미치는 영향 (A Study on Effects of the Regulation of Teaching Hours of Academies on Expenditure of Private education)

초록

본 연구는 동일한 대상에 대한 변화추적이 가능한 한국노동패널조사(KLIPS) 제13차(2010년) 및 제14차(2011년) 자료를 이용하여 2011년 학원 교습시간 밤 10시 제한 조례 시행에 따른 사교육비 감소 효과를 추정하였다. 제도 개입 전, 2010년 학원 교습시간 제한 시각이 지역별･학교급마다 다르고, 조례의 영향도 학교급마다 다를 것으로 예상되기 때문에 학교급별로 구분하여 추정하였으며, 이중차분법(Difference in Difference)을 활용하여 분석하였다. 분석 결과를 정리하면, 2011년 학원교습시간 밤 10시 제한 조례 시행에 따른 학원사교육비, 총사교육비의 이중차분 추정치들은 모두 통계적 유의미성을 나타내지 않았고, 결과적으로 제도 개입으로 인한 초･중･고등학생들의 학원사교육비, 총사교육비 감소효과는 기대하기 어렵다. 오히려 학원 교습시간 밤 10시 제한으로 인해 평일 학원시간이 축소되면서, 학원사교육비를 기존과 같은 수준으로 유지하기 위해 주말반으로 전환될 가능성이 있는 것으로 판단된다. 이와 같은 결과는 학원 교습시간 제한 반대 입장에서 나타난 ‘대체 사교육으로 인한 총사교육비 증가’와 찬성 입장에서 나타난 ‘학원 사교육비 감소’ 주장이 유효하지 않다는 실증적 근거가 될 수 있다. 학원 교습시간 제한 조례의 목적은 과도한 고가의 학원비로 인한 가계의 사교육비 부담 해소뿐만 아니라 학생의 건강 및 안전 보장에도 있다. 따라서 학원 교습시간 제한 조례는 사교육비 경감 수단이 아니라, 학생의 건강 및 휴식권 보장 수단에 정책적 포커스를 맞춰야 할 것이다.

영어초록

This research study estimated effects of reducing the expenditure of private education according to the Enactment 2011 that stipulates p. m. 10 as the limited hours when academies are supposed to teach. To do it, this study used the 13th (Year 2010) and the 14th (Year 2011) Data of KLIPS (Korea Labor and Income Panel Study) which can track down the change of the same objects. Specifically, this research study reckoned and analyzed such effects, grouping into each school and class, with the use of Difference in Difference, taking it into account that the limited hours when each academy taught in 2010 had been different according to each area and class before the system was implemented, and the related ordinance is expected to have different effects according to each class. The analytic results of this research study can be summarized as follows.
There are no statistically significant relations in all estimates of Difference in Difference of the expenditure of private education, and overall private education according to the Enactment 2011 that stipulates p. m. 10 as the limited hours when academies are supposed to teach. This shows that it is difficult to expect effects of the execution of the new system on reducing the expenditure of academy private education and overall private education for elementary, middle, high school students. As academies are allowed to teach within the limited hours until p. m. 10, those weekday hours when academies teach have rather been reduced. Given this fact, it is considered that in order to maintain the expenditure of academy private education at the same level as ever, the Class Weekdays might be replaced by the Class Weekends. Such results can become the substantive evidence that there is no validity between both assertions of the 'increase of the expenditure of overall private education by substitute private education' raised against the limited teaching hours of academies, and the 'decrease of the expenditure of academy private education' raised in favor of those limited hours. The purpose of the ordinance related to the limited teaching hours of academies is to relieve off the household burden from the expenditure of private education caused by excessive academy costs, and to assure students' health, safety and security. Considering this, it is required that the ordinance related to limited teaching hours of academies must place the policy focus on the means to offer rights of health and relaxation that students can have, not those to cut down the expenditure of private education.
