비선호시설 수용성 영향요인 탐색적 분석 (Exploring Factors Affecting Policy Acceptability of Non-preferred Facilities in Local Government)

초록

이 연구는 지방자치단체에서 지역 전체의 후생 증진을 위하여 형성 및 집행하는 정책에 대한 수용성에 초점을 두고 있다. 지방자치단체는 지역 전체의 후생을 고려하여 비선호시설을 신설 및 이전하고자 하는 정책을 실행하지만, 비선호시설이 입지하는 해당 지역 주민들과 그렇지 않은 지역 주민들의 이해관계가 다르게 나타나고 있다. 이와 관련하여, 이 연구에서는 비선호시설로 분류되는 지하철 차량기지의 이전 및 신설 정책의 수용성에 영향을 미치는 요인을 탐색하였다. 이와 더불어, 비선호시설의 수용성을 정책 전반에 대한 수용성과 조건부 수용성으로 구분하여 탐색하였다. 조건부 수용성은 경제적 보상이 이루어지는 경우와 삶의 질과 관련된 환경적 보상이 이루어지는 경우를 포함한다. 분석 결과, 지방자치단체가 비선호시설에 대한 수용성을 증진시키기 위해서는 시설 자체에 대한 객관적이고 사실적인 정보제공이 중요하다. 기본적으로 비선호시설 설립 지방자치단체 지역 전체 시민들을 대상으로는 홍보 등 정보를 제공하는 활동 등이 강화될 필요가 있다. 그리고 비선호시설이 직접적으로 입지할 예정지역 주민들을 대상으로는 비선호시설의 입지에 대한 보상의 내용을 구체적으로 제시하고, 주민들과 친밀한 관계맺음을 통한 의견수렴 및 신뢰도 향상이 수용도 증진에 중요한 역할을 할 수 있다.

영어초록

This study focuses on the acceptability of policies formulated and implemented by local governments for the enhancement of overall well-being within the community. Local authorities execute policies involving new construction or relocation of non-preferred facilities, taking into consideration the well-being of the entire community. However, there exists a differential understanding between residents in areas where these non-preferred facilities are located and those in unaffected regions.
In connection with this, the research explores factors influencing the acceptability of policies related to the relocation and new construction of a subway vehicle base, classified as an non-preferred facility. Additionally, the study differentiates the acceptability of non-preferred facilities by categorizing it into general acceptability and conditional acceptability. Conditional acceptability encompasses scenarios where economic compensation or environmental rewards related to quality of life are provided.
The analysis reveals that, for local governments to enhance acceptability towards non-preferred facilities, providing objective and factual information about the facilities is crucial. Fundamentally, promotional activities targeting the entire community, including citizens in regions earmarked for the construction and relocation of non-preferred facilities, need to be strengthened through enhanced information dissemination. Furthermore, specific compensatory details related to the construction and relocation of non-preferred facilities should be articulated when engaging directly with residents in the planned facility location. Establishing a concrete framework for compensation and fostering relationships with residents through familiar interactions play pivotal roles in opinion gathering and enhancing trust, contributing significantly to increased acceptability.
