초록

본 논문은 2028년 종료되는 한ㆍ일 대륙붕공동개발협정에 대비한 군사 분야 대응 전략을 연구한다. 기존 연구는 주로 외교와 국제법에 집중되었으나, 해양 분쟁 가능성을 고려해 군사 분야 연구가 필요하다. 연구방법은 국제 대륙붕 경계와 협정을 고찰하고, Allison 모형을 활용해 일본과 중국의 의도를 분석한 후 Maxwell Taylor의 전략 이론에 따라 대응 전략을 제시한다. 연구 결과, 대륙붕 경계는 자연연장론과 등거리 원칙이 주요 패러다임으로 작용해왔고, 한국은 7광구 영유권을 주장했으나 일본의 반대로 협정이 체결되었다. 일본은 관료정치모형에서 협정 종료를 지향할 가능성이 높고, 중국은 모든 모형에서 협정 종료를 시도할 것이다. 따라서 협정 종료, 유지 또는 수정, 새로운 협정 체결의 시나리오가 예상된다. 이에 따른 군사분야 대응전략을 Maxwell의 전략 이론에 따라 목표, 방법, 수단으로 정리했으며, 향후 정보와 경제 분야 연구도 필요하다.

영어초록

This paper explores military strategies in preparation for the 2028 end of the Korea-Japan Joint Development Agreement, emphasizing the need for military-focused research amid potential maritime disputes. The research method involves examining international continental shelf delineations and the Korea-Japan Joint Development Agreement, analyzing Japanese and Chinese intentions using the Allison model, and proposing strategies based on Maxwell Taylor's strategic theory. The research finds that continental shelf delineation has been mainly influenced by the natural prolongation theory and the equidistance principle. South Korea asserted sovereignty over the 7th zone in response to paradigm shifts, but the Korea-Japan Joint Development Agreement was signed due to Japan's opposition. Analysis using the Allison model suggests that Japan is likely to seek the agreement's termination within the bureaucratic politics model, while China is expected to pursue termination across all models. Potential scenarios include the agreement’s termination, maintenance or partial modification, or a new agreement among Korea, China, and Japan. According to Maxwell's strategic theory, military response strategies are categorized into objectives, methods, and means. The objective is 'to maintain the Korea-Japan Joint Development Agreement and deter armed conflicts,' with methods being 'cooperation and competition.' For cooperation, 'Korea-U.S.-Japan security cooperation' and 'Korea-U.S.-Japan combined maritime exercises' are proposed. For competition, 'development of the maritime projection concept for joint forces and expansion of activity scope' and 'conducting integrated cognitive warfare in military and civil spheres' are suggested. Future research should also cover information and economic fields to develop a comprehensive response strategy integrating all elements of national power.
