환경불확실성 하에서의 성과제고: 경쟁전략과 탐색활동의 조절효과를 중심으로 (Performance Improvement under Uncertain Environment : Moderating Effects of Competitive Strategy and Scanning Activity)

초록

지역농협은 교육지원사업, 신용사업, 경제사업 등과 같은 영리 및 비영리 사업으로 구성되어 있다. 기본적으로 지역농협은 경쟁보다는 협력을 지향하고 일반기업과 동일한 수준의 이익극대화를 추구하지는 않았다. 하지만 농협은행이 속해있는 신용사업과 하나로마트가 속해있는 경제사업에서 시중은행 및 대형마트와의 경쟁이심화되고, 인구감소와 인구구조 변화 등으로 인해 시장규모의 축소가 예측되면서 지역농협이 직면한 환경의불확실성은 급격하게 높아졌다. 불확실한 환경하에서 성과제고는 지역농협의 생존을 위한 당면과제가 되었으며, 외부환경의 부정적 영향을 감쇄시킬 수 있는 경영활동의 중요성은 더욱 커지게 되었다. 산업조직론에서는외부환경의 특성이 조직성과에 결정적인 영향을 미친다고 설명하지만, 자원기반관점에 따르면 동일한 환경에노출되더라도 조직역량에 따라 조직성과는 달라질 수 있다고 주장한다. 말하자면 조직성과는 외부환경에 대한관리의 결과라는 것이다. 본 연구는 외부환경의 관리를 위한 조직의 경영활동으로 경쟁전략과 탐색활동을제시하였으며, 41개 지역농협의 122개 사업부를 대상으로 획득된 설문조사 자료를 토대로 해당 경영활동의유효성을 검증하였다. 분석결과에 따르면 환경불확실성은 성과에 부정적 영향을 미치지 않는 것으로 나타나조직의 경영활동이 외부환경의 영향을 완화시킨다는 결과를 확인할 수 있었다. 또한 경쟁전략은 차별화보다는저원가를 지향할수록 환경불확실성의 부정적 영향이 감소하였지만, 탐색활동은 외부환경의 영향에 대해 유의미한 감쇄력을 가지지는 않는 것으로 나타났다. 마지막으로 경쟁전략과 탐색활동 간에 존재하는 시너지 효과로인해 두 가지 경영활동을 동시에 수행함으로써 더 높은 수준의 성과제고가 유발된다는 사실을 확인할 수있었다. 본 연구는 조직이 일련의 경영활동을 통해 외부요인의 영향을 관리할 수 있음을 실증적으로 입증했다는점에서 의의를 찾을 수 있으며, 경쟁전략을 효과적으로 수행할 수 있도록 해주는 원인적 요인보다는 경쟁전략을선택함으로써 발생하는 결과적 요인이 외부환경을 관리하는 과정에서 보다 중요하게 작용한다는 사실을 확인했다는 점도 또 다른 의의로 평가될 수 있다.

영어초록

Regional Agricultural Cooperatives consist of education & support, credibility, andeconomic divisions across commercial and non-commercial businesses. Regional AgriculturalCooperatives has basically been cooperation-oriented rather than competition-oriented. Recently,Nonghyup Bank of credibility division and Hanaro Mart of economic division are facing intensifiedcompetition against commercial banks and mega marts. The markets are also predicted to shrink dueto a population reduction and a demographic change. The environmental uncertainty becomes rapidlyincreasing and the performance improvement in the uncertain environment becomes an urgent issuefor its survival. The managerial actions reducing negative impacts from an external environment becomemore important. We intend to discuss how to manage the environmental impact by analyzing thecontingency factors reducing the negative impact of environmental uncertainty on organizationalperformance for Regional Agricultural Cooperatives and to find implications to support improvingperformance of the organizations exposed to an uncertain environment. The industrial organizationtheory argues that the properties of external environment affect the performance of the organizationsin a direct and critical way. But the resource-based view claims that their performance depends ontheir capability even if they are surrounded by the same environment, which indicates thatorganizational performance is a result of environmental management. This study suggests thatcompetitive strategy and scanning activity as organizational efforts for managing an environment.We test the efficacy of competitive strategy and scanning activity as environmental relievers basedon the data obtained from the survey for 122 divisions of 41 Regional Agricultural Cooperatives.According to the empirical results, environmental uncertainty doesn’t have an negative impact on divisional performance, which confirms that managerial actions reduces an environmental impact. Thenegative impact from an environment decreases as competitive strategy pursues low cost rather thandifferentiation. But It does neither decrease nor increase as scanning activity increases. These resultsconfirm that competitive strategy could act as meaningful buffers for an external impact, whereasscanning activity could not when it is used alone. It is also found that there is a synergistic effectbetween competitive strategy and scanning activity inducing higher performance improvement whenboth of the managerial actions are executed together. Our contribution is to prove that an organizationcould manage the external impact through managerial actions. It is another contribution to confirmthat the risk increase resulted from choosing a specific competitive strategy is more critical thanthe competence making competitive strategy effectively executed in environmental management. Thisstudy presents practical implications. Regional Agricultural Cooperatives could increase theirperformance when they face an uncertain environment by pursuing low-cost strategy rather thandifferentiation strategy. It is more recommended to use both of low-cost strategy and scanning activitytogether rather than to use low-cost strategy alone.
