초록

본 논문은 한국 사회복지정책에 대한 대중적 선호의 사회경제적 기초를 탐구한다. 한국의 하층시민들은 복지국가의 확대를 지지하는가? 한국의 중산층 혹은 상층 시민들은 복지국가의 확장에 반대하는가? 이 질문들에 답하기 위해 본 연구는 노동시장에서의 소득 상실의 위험에 대처하고자 하는‘보험 욕구’의 존재를 가정한다. 우리는 기존의 계급ㆍ계층론에 기반한 정치경제학적 설명 – 빈자의복지선호와 부자의 복지반대라는 – 과 대비되는, ‘보편적 위험에 대비하려는 중산층의 사회적 보험욕구’와 ‘사적 자산 축적에 의한 헷징 욕구’를 복지국가에 대한 대중적 선호의 기초로 상정한다.
이 이론에 기반하여, 우리는 다음과 같은 ‘자산-소득 상호작용 모델’을 수립, 4차에 걸쳐 조사된2007-2016년 한국 복지패널을 통해 검증한다.
먼저, 본 논문은 사회적 안전망이 저발달 되어 노동시장에서의 소득상실의 위험이 높은 한국과같은 사회에서 사회보험에 대한 욕구는 높을 것이고, 현재 소득이 높을수록 오히려 이 ‘보험 욕구’는더 강할 것이라 가정한다. 따라서 (자산이 낮은 층에서는) 소득이 높을수록, 복지국가를 통한 보편복지 확대와 소득 재분배를 더 강하게 지지할 것이라 주장한다. 하지만, 우리는 이 소득에 비례하는보험 욕구가 자산이 축적될수록 제약되어, 고자산층에서는 소득이 높을수록 오히려 선별복지를 선호하고, 소득재분배에 반대할 것이라 주장한다. 이러한 발견들의 의미는 계급 기반 정치경제학의 한계를 밝힐 뿐만 아니라, 한국의 복지국가의 대중적 기반이 (알려진 것보다) 훨씬 광범위하며, 중산층과(자산이 축적되지 않은) 상위 소득층까지도 포괄할 수 있음을 보여준다. 특히, 보편-선별복지 선호에대한 자산-소득 상호작용 모델의 적실한 설명력은, 보편적 복지국가의 근간이 (사적 자산이 축적되지 않은) 중산층 심지어는 중상층의 지지와 선호에 기반한 것임을 실증한다.

영어초록

This study explores the socio-economic foundations of citizens’ preferences toward social policies in South Korea. Do lower-class Korean citizens support the expansion of the welfare state? Are middle- or upper-class citizens opposed to a bigger welfare state? To answer these questions, this study assumes pre-existing insurance motives with which citizens are incentivized to prepare for the potential risk of income loss in the labor market. In other words, we consider the ‘social insurance motive’ and the ‘hedging motive through private asset accumulation’ of the middle class as the social foundations of citizens’ welfare preferences. Based on this theory, we build an ‘asset-income interaction model’ and test the following hypotheses using four waves of Korean Welfare Panel Data (2007-2016).
First of all, this study assumes that a considerable share of citizens may have high levels of ‘insurance motives’ in a socio-economic environment exposed to international competition but lacking in a strong social safety net. We hypothesize that high-income citizens with low-level of assets may have stronger social insurance motives, and therefore support the expansion of redistributive social policies. Specifically, we also hypothesize that this insurance motive will be ‘restrained’ by the level of assets: citizens who have succeeded in accumulating high-level of assets will support targeted social policies, while being opposed to redistributive-universal social policies. The findings of this study not only underscore the limitations of previous studies of the ‘class-based political economy,’ but also highlights the possibility of a broader social base of the welfare state that embraces both the middle-class and upper-level income earners who have not accumulated assets enough to hedge against social risk. In particular, the explanatory power of our asset-income interaction model regarding citizens’ preferences of targeted vs. universal social policies also provides ample credence to our argument that the critical foundation of the Korean welfare state may be the middle class, rather than the lower-class.
