외부감사인과 내부 감사기구 간의 의사소통이 신용등급 불일치에 미치는 영향 (The Effect of Communication between External Auditors and those Charged with Governance on Split Ratings)

초록

[연구목적]2018년 도입된 新외부감사법에서는 재무보고의 질적 향상을 위한 외부감사인과 감사 또는 감사위원회 간의 커뮤니케이션을 강조하고 있다. 이와 같은 기업지배구조의 커뮤니케이션 활동이 감사품질을 높임으로써 재무보고의 질을 향상시킨다는 선행연구에서 더 나아가 본 연구에서는 채권시장의 정보비대칭 문제에 초점을 두고, 외부감사인과 내부 감사기구 간의 의사소통이 신용등급 불일치에 미치는 영향에 대해 살펴본다.
[연구방법]국내 상장기업의 커뮤니케이션 활동이 보고되기 시작한 2014년부터 2020년까지 비금융 상장기업을 대상으로 실증분석한다. 외부감사인과 내부 감사기구 간의 의사소통은 감사보고서의 ‘외부감사 실시내용’에 기재된 외부감사인과 지배기구 간의 커뮤니케이션 횟수로 측정하며, 신용등급 불일치는 한국신용평가, NICE신용평가, 한국기업평가가 공시하는 신용등급 정보를 활용하여 도출한다.
[연구결과]외부감사인과 내부 감사기구 간의 커뮤니케이션 빈도가 높을수록 신용등급 불일치의 발생 가능성 및 정도가 낮아지는 것으로 나타난다. 이는 외부감사인이 기업에 대한 회계감사를 실시할 때 내부 감사기구와 활발하게 의사소통 하면 고품질의 감사서비스를 제공하여 재무정보의 질이 향상되면서 채권시장의 정보비대칭 문제가 축소된다는 것을 의미한다.
[연구의 시사점]본 연구는 채권시장의 정보비대칭 측면에서 외부감사인과 내부 감사기구 간 커뮤니케이션의 실효성을 검증하며, 이를 토대로 자본시장 내 정보비대칭 문제 해소를 위한 감독당국의 정책 수립 및 실행에 대한 시사점을 제공한다.

영어초록

[Purpose]The new External Audit Act introduced in 2018 emphasizes communication between the external auditor and internal audit organizations (audit or audit committee) to improve the quality of financial reporting. In this regard, prior studies have reported that the communication activities of corporate governance increase the audit quality, thereby improving the quality of accounting reports. This study focuses on the information asymmetry in the bond market and examines the effect of communication between external auditors and internal audit organizations on split ratings.
[Methodology]The sample in this study is non－financial listed firms from 2014 to 2020, when listed firms reported communication activities. The degree of communication is measured by the number of communication between external auditors and those charged with governance in the ‘External Audit Implementation Details’ of the audit report. For split ratings, we use the credit rating information published by Korea Investors Service, NICE Investors Service, and Korea Ratings.
[Finding]We find that the higher the frequency of communication between external auditors and internal audit organizations, the lower the likelihood of split ratings. Therefore, we suggest if the external auditors actively communicate with the internal audit organizations during the audit process, the quality of financial reporting will increase by providing high－quality audit services, and furthermore, information asymmetry in the bond market will reduce.
[Implication]This study presents empirical evidence for the role of communication between external auditors and the governance in terms of information asymmetry in the bond market. Based on this, we provide implications for the establishment and implementation of policies by the supervisory authority to alleviate information asymmetry from a policy perspective.
