‘2008촛불항쟁’의 사회경제적 성격과 이후의 대안적 운동 과제 (A Study on the Socio-Economic Meaning of the ‘2008 Candlelight Resistance’ and the Agenda of the Alternative Movement)

초록

한국의 사회운동은 한국사회의 급속한 정세변화와 사회경제적 발전과정에서 이념적인 제약과 권력의 억압·통제를 극복하면서 많은 성장과 발전을 거듭해왔으며 2000년대에 들어와서는 정치세력화도 부분적으로 이룩했다. 하지만 근래에 들어 진보적 사회운동은 분화 정립하면서 방향성의 혼란과 활력의 저하를 경험했다.
‘2008촛불항쟁’은 이러한 한국사회운동에 성찰의 계기와 새로운 발전 가능성을 동시에 열어주었다. 촛불항쟁은 건강권과 검역주권을 도외시한 이명박 정부의 오만한 권위주의적 통치행태에 저항한 국민항쟁이었다. 이는 단순히 저항에 머물지 않고 인터넷민주주의와 직접적인 광장민주주의를 실험했으며 사회경제적인 진일보한 권리와 사회공공성을 폭넓게 요구했다. 촛불항쟁은 그 의미가 깊고 넓긴 하지만 조직화를 비롯한 여러 가지 한계를 드러냈다. 이제 사회운동은 촛불항쟁에서 제기되고 요구되었던 과제들을 조직적으로 계승 발전시켜나가야 한다.
한국의 사회운동은 이명박 정부가 보수회귀로 역주행하는 가운데 누적시키고 있는 모순을 실천적으로 극복하기 위해 진보 대 보수의 정치사회적인 구도를 더욱 발전시켜나가야 한다. 그리하여 이제까지 이룩한 절차적 민주주의를 지켜내고 실질적 민주주의로 나아가기 위한 토대를 마련해야 한다. 이를 위해서는 형식적 민주화의 한계를 극복하고 진보적 민주주의의 지향 아래 민주적 구조개혁을 추진하고 진보적 민생민주주의를 이룩해나가야 한다.
새로운 전환의 계기를 만들어 진보적 민생민주주의를 쟁취해야 하는 주체는 민중운동과 개혁적인 시민운동을 포괄하는 광의의 진보적인 사회운동 세력이다. 진보적 사회운동세력은 새로운 전환을 위한 전략적인 프로그램을 가져야 하며 그렇지 못할 경우에는 진보적인 사회운동의 공간이 더욱 위축될 뿐만 아니라 한국사회의 급속한 보수적 퇴행을 막아내기가 쉽지 않을 것이다. 사회운동은 시민·민중운동의 연대를 통한 진보적 민생정치를 조직적으로 확대해야만 신개발주의적 보수권력의 조직적 공세를 막아내고 국민의 신뢰를 만회할 수 있다고 본다.

영어초록

The social movement in South Korea has been developed and improved through the radical political change and the socio-political developing process of the overcoming the ideological control and the power oppression. And since 2000, it has achieved the partial political empowerment. However, the progressive social movement comes to be confused in its direction and to lose vitality because of the differentiation and the split within the movement.
The ‘2008 Candlelight Resistance’ opened a chance for reflection and at the same time a possibility for a new development. It was a people’s resistance against the arrogant authoritarian rule of Lee Myung Bak government that ignored health right and quarantine right of the people. It was not just a simple resistance, but it experimented a direct agora-democracy and an internet-democracy. And it demanded an advanced socio-economic right and the socio-public realm. Nevertheless, it revealed various limitations, though it showed a great deal of meaning. Therefore, at this point, the social movement has to develop systematically the subjects that were suggested and demanded by the ‘Candlelight Resistance’.
The social movement in South Korea has to emphasize the binary opposition in the socio-political structure between the progressive and the conservative to overcome the contradictions accumulated by the Lee Myung Bak government which is turning its direction toward the conservative regression. Thus, we need to build up the base for reserving the procedural democracy and moving to a real democracy. For this, we need to overcome the limitations of the formalistic democracy and to accomplish a progressive people’s livelihood(Minsaeng) democracy by the democratic reform of the social structure.
The subject, which has to attain the progressive people’s livelihood(Minsaeng) democracy, is the enlarged progressive social movement power that embraces people’s movement and the radical civil movement. The progressive social movement power has to have a strategic program for a new transformation; without this, the space of the progressive social movement will be shrunken. And it will not be easy to prevent a conservative regression from Korean society. The social movement should expand structurally the progressive people’s livelihood(Minsaeng) politics through the solidarity between the people’s movement and the civic movement. With this expansion, it can keep off the onslaught of the neo-developmental conservative power and can reclaim the Korean people’s trust.
