시･도교육비특별회계 이월･불용액 발생실태와 개선과제 (The Current Status, Problems, and Causes of the Carry-over and the Unused of the Special Accounts for Educational Expenses of Metropolitan City or Province)

초록

이 연구는 시･도교육비특별회계를 운용하는 과정에서 발생하는 이월･불용액의 연도별 변화를 분석하고, 8개 특별시･광역시･특별자치시 교육청 예산담당자 등을 대상으로 한 면접을 실시하여 실무적 차원에서 파악하고 있는 이월･불용액 발생의 제도적･환경적 원인과 개선의견을 조사한 후, 이월･불용액 발생을 감소시키는 지방교육재정 운용방안을 제안하는 데 목적이 있다.
이월･불용액 현황과 원인을 종합해볼 때, 지방교육재정의 이월･불용액 과다 발생을 방만한 재정 관리와 비효율적 예산집행의 결과로 보는 시각은 문제가 있으며, 대부분의 이월･불용액은 학교신설사업에서 발생하고 있었다. 제도적으로는 보통교부금 예정교부제도, 추가경정예산제도, 특별교부금 교부제도, 재정관련 법령 및 지침, 시설비 집행과정의 규제 등이 이월･불용액을 발생시키는 원인이 되고 있으며, 환경적으로는 학교 공사의 학기 중 시행 불가, 학교신설사업의 장기 소요, 지방채에 의한 학교신설 사업비의 계속비 편성 불가 등이 이월･불용액 발생의 원인이 되고 있다.
이월･불용액을 감소시키기 위해서는 지방교육재정교부금 보통교부금의 예정교부제도를 폐지하고, 특별교부금을 보통교부금과 함께 교부하며, 추경예산편성 관행을 시정하고, 간주처리제도를 도입하는 등 제도적인 개선이 있어야 할 것이다. 또한 시･도교육비특별회계의 이월･불용액을 감축하기 위해서는 제도개선 노력과 함께 재정운영을 효율화 하는 실무적 차원의 노력이 병행되어야 할 것이다.

영어초록

This study analyzes the annual figures of the amount of the carry-over and the unused derived from the management process of the special accounts for educational expenses of metropolitan city or province; interviews the directors of budget of the 8 (eight) Educational Offices of Metropolitan Cities; surveys on the causes and the reduction plans for the carry-over and the unused from their working-level viewpoint; then suggests the resolutions for future local educational finance management to reduce the carry-over and the unused.
By reviewing the current status of the carry-over and the unused, it cannot be blamed for having a lax management or an inefficient operation; since the most of the carry-over and the unused are from new school construction projects. In aspect of financial system, the carry-over and the unused of local finance are derived from the scheduled grant system for general subsidies, the legal articles and guidelines for finance, the regulations towards the operation process of school facilities funding. Also in aspect of environmental factors, the peculiarity of the special accounts for educational expenses of metropolitan city or province, the factors related with schools are found as causes.
The resolutions to reduce the carry-over and the unused are the followings: first, repealing the scheduled grant system, granting concurrently both special and general subsidies, fixing the common practices of revising supplementary budget, and inducing the regarded process system are demanded. Also, to reduce the carry-over and the unused of the special accounts for educational expenses of Metropolitan City or Province, not only the systematic improvement, also the management efficiency in working level is required.
