재정 투명성과 정부 간 자원배분: 특별교부세 지역현안수요분을 중심으로 (Fiscal Transparency and Intergovernmental Resource Allocation: Focusing on Special Revenue Sharing)

초록

본 연구의 목적은 재정 투명성 강화가 정부 간 자원배분에 미치는 영향을 살펴보는 것이다. 이를 위하여 특별교부세를 중심으로 2009년 지방교부세법 개정 및 배분 내역 정보공개가 정부 간 자원배분 결정요인의 변화를 가져왔는지 확인해 보았다. 특별교부세는 배분 공식 부재로 배분 과정에서 자의성이 높아 합리적 배분 기준보다 정치권의 선심성 예산으로 이용된다는 비판이 높았다. 이러한 이유로 2009년 지방교부세법 개정 및 배분 내역 정보공개라는 재정 투명성 강화 노력이 제도적으로 이루어졌다.
실증분석을 위하여 재정 투명성 강화가 이루어진 2009년을 중심으로 이전과 이후에 정부 간 자원배분 메커니즘의 변화를 고찰하였다. 분석 대상은 224개 기초자치단체이며, 고정효과모형(fixed effect model)을 이용하여 2005, 2007, 2011, 2013, 2015, 2017, 2019년 패널자료를 분석하였다. 이 기간 동안 각 자치단체로 배분된 특별교부세(지역현안수요분)를 종속변수로 하고 자치단체의 정치 요인과 사회·경제적 요인을 독립변수로 하여 분석모형을 구성하였다. 정치 요인의 하위변수로 국회의원의 선출 차수, 정당, 소속 상임위원회, 그리고 단체장의 정당, 재선여부, 출신 지역, 지지율을 사용하였고 사회·경제적 요인의 하위변수로 재정자립도, 인구수, 고령인구 비중, 주민 1인당 재산세 부담액을 사용하였다.
분석 결과 2009년 재정 투명성이 강화된 이후 정부 간 자원배분에 있어 기초자치단체장의 역할은 감소한 반면 국회의원의 역할은 강화된 것으로 나타났으며 보다 다양한 사회·경제적 요인이 자원배분에 고려되는 것으로 나타났다. 결론적으로 재정 투명성 강화가 정부 간 자원배분에 있어 정치적 요인을 배제 시키지는 못하였지만 자치단체의 재정적 수요를 대변하는 사회·경제적 요인이 더욱 적극적으로 고려되고 있음을 경험적으로 확인할 수 있었다.

영어초록

This study examined the impact of enhancing fiscal transparency on intergovernmental resource allocation. To do so, it investigated whether the revision of the Local Subsidy Act of 2009 and the disclosure of allocation information, focusing on the allocation of Special Revenue Sharing (SRS), brought about changes in the determinants of intergovernmental resource allocation. The SRS had faced criticism for having been arbitrarily distributed in the absence of reasonable allocation criteria. For this reason, efforts were made to enhance fiscal transparency through the 2009 revision of the Local Subsidy Act and the disclosure of allocation information.
For empirical analysis, this study examined the changes in the mechanism of intergovernmental resource allocation before and after 2009 when fiscal transparency was enhanced. The analysis included 224 local governments, and a fixed effect model was used to analyze panel data of 2005, 2007, 2011, 2013, 2015, 2017, 2019. During this period, the amount of SRS allocated to each local government was used as the dependent variable, while political and socio-economic factors of each local government were employed as independent variables in the analytical model. As political factors this study used the number of terms, political parties, committee affiliations of members of National Assembly and the political party, reelection status, hometown, and approval rating of the heads of local governments. Fiscal self-reliance, population, the proportion of elderly population, and per capita property tax burden were used as socio-economic factors.
The analysis results showed that after the enhancement of fiscal transparency in 2009, the role of local government heads decreased, while the role of members of National Assembly strengthened in intergovernmental resource allocation. It also revealed that a wider range of socio-economic factors were considered in resource allocation. In conclusion, while fiscal transparency did not exclude political influence from intergovernmental resource allocation, it empirically confirmed that socio-economic factors representing the financial demands of local governments were being considered more actively.
