프랑스의 ‘제2세대(deuxième génération)’에 관한 고찰: 북아프리카 출신 이민자 자녀세대의 변화를 통한 프랑스 다문화주의 연구 (Study of Seconde generation immigrants in France : Multiculturalism in France through changes in children of immigrants from North Africa)

초록

오늘날 프랑스에서 북아프리카 출신의 이민과 통합문제는 아랍과 이슬람을 상징화하면서 치안과 국가안보의 차원으로 전환되어 가고 있다. 대도시 외곽에서 일어나는 소요사태들은 이민자 자녀들, 특히 마그레브 출신의 이민자 자녀들에 의한 것으로서 프랑스의 다문화주의, 즉 동화와 통합정책에 따른 사회적 그리고 경제적 불평등과 함께 이들이 갖고 있는 소외의 감정과 관련이 깊다. 프랑스에서는 이들을 ‘제2세대’라고 부른다. 제2세대의 부모들은 영광의 30년 시기에 이주한 노동자들로서 국가 번영과 경제성장에 공헌한 세대다. 그러나 이들에게 보상된 것은 이민자 밀집 지역인 방리외에서의 사회주택 뿐이며 프랑스 사회에서 오랫동안 소외되어 왔다. 그러나 이를 목도한 이민자의 자녀세대인 제2세대는 부모세대로부터 계승된 가치관과 프랑스의 통합정책 안에서 새로운 정체성을 찾고자 끊임없이 시도하고 있다. 80년대부터 오늘날까지 사회 불평등에 대한 철폐라는 동일한 요구사항과 이를 위한 저항과 투쟁이 이어지고 있는 것이다. 그러나 80년의 제2세대는 고유한 문화의 주체로서 프랑스 사회의 일원임을 당당하게 요구했지만 2000년대의 이민자 자녀세대는 사회 치안과 밀접한 관련을 가지며 정부의 치안의 주목대상이 되었다. 결국 온전한 프랑스 사회의 구성원으로 수용되기를 원하는 제2세대의 요구는 시대에 따른 프랑스 사회의 변화에 따라 문화 활동을 통한 정치적 요구에서 테러행위로 변화했다. 이 논문은 이와 같은 변화의 맥락과 요인을 살펴보는 것이다. 즉 제2세대의 변화를 만든 프랑스 사회, 특히 학교와 노동시장 및 주거지의 변화를 이해하는 것이다.

영어초록

This article focuses on the issue of the affiliation in french society. The reason is to find the cause and justification for their collective action within the social and political context of France. For this purpose, ‘the second generation’ of the 1980s and ‘the second generation’ of the 2000s, both of which have fundamentally different conditions of existence, were compared. Today, in France, immigration and integration issues regarding North African immigrants have turned into an issue of public security, focusing on Arabs and Islam.
The unrest in Banlieue, on the outskirts of the metropolis, was caused by the children of immigrants, especially those from the Maghreb, and was closely related to the social and economic inequality caused by French multiculturalism, that is, the assimilation policy and the integration policy, and the feelings of alienation they have created. In France, they are called the second generation. Their parents are workers who immigrated during the 30 years of glory, the generation that contributed to national prosperity and economic growth. However, they were only compensated with social housing in Banlieue, an area where immigrants are concentrated, and they have been neglected for a long time. However, the second generation, the children of immigrants who lived through this time, are constantly trying to find a new identity within the identity of their parents and the French integration policy. From the 1980s to the present day, resistance and struggle for the abolition of social inequality have continued. However, while the 'Beur generation' in 1980 proudly demanded that they be a member of French society as a sub-culture subject, the generation of immigrant children in the 2000s, called the 'Cité generation,' has a close relationship with public security and has become the focus of the government's public security policy.
In the end, the demands of the second generation who want to be accepted as members of an intact French society have been transformed from culture to acts of terrorism in accordance with the changes in French society over time. Therefore, in order to understand the problems of young immigrants in French society, it is important to understand the relationship between the second generation and notions of French multiculturalism based on the concept of time and space.
