북핵문제 해결과 한반도 평화체제의 모색: 미·중관계와 북한의 안보위협 인식 (Exploring the Resolution of North Korean Nuclear Issue and Korean Peninsula Peace Regime: US-China Relations and North Korea's Perception of Security Threat)

초록

이 글의 목적은 미·중관계 변화 속에서 북한이 핵정치를 어떻게 추진해 왔는지 살펴보고 ‘한반도 평화체제’와의 연관성을 고찰해 보고자 함이다. 현재 한반도를 중심으로 동북아는 물론 지구적으로 미·중 경쟁구도가 심화되고 중국의 부상에 대한 북한의 정세인식은 북핵문제와 한반도 평화체제 구축의 경로변화에 중요한 영향을 미치고 있다. 본 연구는 미·중관계를 중심축으로 한 동북아 힘의 분포(distribution of power) 구조와 동북아의 힘의 균형 변화를 국력과 군사력을 중심으로 평가하고, 북한이 제기하는 안보군사위협의 특성 및 한계를 논의하였다. 이를 바탕으로 현재 북한의 핵정치 역시 일면 미·중간 힘의 역학관계라는 전략적 환경에 적응한 합목적적인 전략적 선택의 결과로 인식한다. ‘힘의 전이(power transition)’에 기반하여 본다면 과거와 달리 북한은 중국의 부상에 따른 미·중관계 변화를 인지하고 더 이상 미국이 아닌 중국에 완전한 편승은 거부한 채 일정부분 기대어 가는 것으로 전략을 선회하였다. 결국 북한의 핵은 미국과의 협상용이 아니라 미국과 중국의 전략적 관계 속에서 중국의 지원 없이도 한반도에서 핵균형을 통해 스스로 체제보장을 확보하려는 시도로 자주노선의 새로운 형태이다.
북핵문제 해결과 한반도 평화체제는 미·중이 아닌 남북이 나서 함께 풀어나가야 할 최우선 과제이다. 한국이 북핵문제 해결과 한반도 평화체제를 구축하기 위한 적극적인 자세는 긍정적 현실주의에 뿌리를 두고 남북관계를 우선 추진하는 것이 근간이다. 남북관계발전을 통한 한반도 문제의 한반도화만이 미·중의 경쟁구조가 심화되는 상황에서 한국이 취할 수 있는 외교안보의 자율성과 주도역량을 확보할 수 있기 때문이다.

영어초록

The purpose of this article is to investigate how North Korea promoted the nuclear politics amidst the changing US-China relations and explore its association with the “Korean Peninsula Peace Regime.” Currently, US-China competition is deepening in the Northeast Asian region and across the globe and the rising power of China is having a significant impact on the path of change for North Korea’s political perception especially toward its nuclear development and establishment of peace regime on the Korean peninsula. This study attempts to evaluate the distribution of power in Northeast Asia centered around US-China relations and the changing power balance in the region with a focus on national power and military strength. This paper discusses the characteristics and limitations of North Korean security and military threats. The current North Korea’s nuclear politics is a result of strategic choice to adapt to the strategic environment of power dynamics between the US and China. Based on power transition theory, North Korea recognizes that unlike the past, US-China relations is changing due to rising power of China. North Korea is refusing to ride on China’s coat-tails but instead opting to adopt a less-dependent, leaning strategy on certain issues. Ultimately, North Korea’s nuclear development is not a bargaining chip toward the US but a new form of autonomous policy line under the strategic relations between the US and China and an attempt to ensure regime security on its own through nuclear balance on the Korean peninsula without the help of China.
The resolution of North Korean nuclear issue and establishment of peace regime on the Korean peninsula is the top agenda that North and South Korea should embark on together—not the US or China. In other words, it is crucial for South Korea to gain diplomatic autonomy and leadership capacity through taking the lead in the Korean peninsula affairs in the current atmosphere with rising US-China competition. Thus, South Korea should take a more assertive position rooted in positive realism and focus on inter-Korean relations to resolve North Korean nuclear issue and build Korean peninsula peace regime.
