북핵 6자회담 : 다자안보협력체로의 발전가능성과 한계에 관한 고찰 (Six-Party Talks on North Korean Nuclear Weapons: Possibility of their Development into Multi-Party Security Cooperation System and their Limitation)

초록

본 글은 북핵문제 해결을 위해 마련된 6자회담의 동북아 지역 다자안보협력체로의 발전가능성과 한계를 진단한 것이다. 이를 위해 6자회담이 내포하고 있는 다자주의적 요소와 동북아지역의 다자안보협력체 구성환경 분석을 시도하였다.
우선 6자회담은 그 구성과 기능에 있어서 일면 다자주의적 요소를 내포하고 있었다. 특히 6자회담이 내포하고 있는 예방 외교적 기능은 다자안보협력체로의 발전 가능성을 보여주었다. 다음으로, 동북아지역 다자안보협력체 구성환경 역시 긍정적인 측면을 엿볼 수 있었는데, 무엇보다도 역내 국가들이 다자협력체 구성의 필요성에 대해 공감대를 형성하고 있다는 점이다. 이러한 점에서 6자회담은 동북아지역에서의 다자안보협력체로의 발전가능성을 열어 주고 있는 것으로 볼 수 있다. 그렇지만 그 가능성 보다는 더 많은 한계들이 발견되었다. 6자회담의 경우 다자주의가 필요로 하는 일반화된 행위원칙의 부재를 비롯하여 참여국가 간에도 실질적인 평등이 확보되지 않은 채 여전히 쌍무동맹관계하의 수직적 관계구도가 회담 전반을 지배하고 있었기 때문이다. 또한, 6개국간 협의보다는 북미간의 양자협의가 회담 전반을 주도하고 있었다. 아울러, 동북아지역은 역내 국가간의 쌍무동맹체제가 고착화되어 다자주의 보다는 쌍무동맹에 바탕을 둔 국가간 협력을 선호하는 경향이 짙고, 적대적, 비정상적인 국가관계의 존속, 역내 국가간 공동 어젠다의 부족 등 여러 가지 측면에서 6자회담이 다자안보협력체로 발전하는데 한계가 있었다. 결국, 6자회담이 역내 다자안보협력체로 발전하기 위해서는 회담의 운용 및 그 기능 면에 있어서 다자주의적 요소가 확대▪보강되어야 할 것이며, 동시에 다자협력체 구성을 위한 역내 환경개선이 이루어져야 할 것이다.

Six-party Talks on North Korean Nuclear Weapons: possibility of their Development into Multi-Party Security Cooperation System and their Limitation

This study diagnoses the possibility that the six-party talks for solving North Korean weapons will develop into the multi-party security cooperation system in the region of Northeast Asia and their limitations. For this purpose, analyses are made of the elements of multilateralism immanent in the talks and of the compositional environment of multi-party security cooperation system.

First, the six-party talks imply on the one side the elements of multiateralism in their composition and function. In particular, their preventive diplomatic fuctions show the possibility of developing into the multi-party security cooperation system. Subsequently, the system's compositional environment also shows positive aspects, which consist above all in that the countries within the area are in agreement with the necessity of composing the multi-party security cooperation system. In this respect, it can be mentioned that the talks open the possibility of developing into the multi-party security cooperation system in the region of Northeast Asia. However, limitations are found more than possibilities. It is because the six-party talks are governed not only by the absence of generalized action principles necessary for multilateralism, but by the composition of vertical relationships under the relationships of bilateral alliance, with no practical equality secured. In addition, the Northeast Asian region strongly prefers the international cooperation based on bilateral alliance rater than multilateralism, since the system of bilateral alliance has been fixed, and has the problems of hostile and abnormal national relations, common agenda shortage among countries within the area, etc. This prevented the talks from developing into the multi security cooperation system. In conclusion, the elements of multilateralism should be expanded and complemented in the operation and functions of the talks, and the environmental improvement within the area should be made for the composition of multi-party cooperation system at the same time.
