시진핑-김정은 시기 북･중 전략적 협력의 유인과 한계 : 대미 관계를 중심으로 (The Motivations and Limitations of the North Korean-Chinese Strategic Cooperation during the Xi Jinping-Kim Jong Un Era: With a Focus on Their Relationship with the U.S.)

초록

현재 북･중 양국은 ‘조중 우호협력 및 상호원조조약’ 체결 60주년을 맞이하여 협력을 극대화하고 있다. 북･중 간 협력을 증대하는 주요 유인은 미국이다. 북･중 양국은 미국으로부터의압박에 공동 대응하기 위한 전략적 협력의 필요성에 공감하고 있다. 그러나 양국은 구체적 대미 전략에 있어서는 차이를 보이는데, 이는 북･중 양국의 전략적 협력을 제한하는 요인으로작용할 가능성이 크다.
본 연구는 이러한 점에 주목하여 미국의 패권에 대한 공동견제라는 협력의 유인 속에서도미국에 대한 구체적인 전략의 차이라는 북･중관계의 내재적 한계를 분석한다. 이를 위해 첫째, 북･중관계의 비대칭적 성격과 그 특징에 관하여 논의한다. 양국 관계의 비대칭적 성격에기반한 분석은 북･중 협력과 한계를 설명하는데 유의미한 접근법이라 할 수 있다. 둘째, 2018 년 급격히 이루어진 북한과 중국의 전략적 협력의 유인을 미･중 전략경쟁과 중국의 대북 영향력 확보, 북･미 협상과 북한의 대중국 편승이라는 미국 요인을 중심으로 분석한다. 셋째, 북･중 간 전략적 협력의 한계를 북핵에 대한 이해관계의 상충, 중국의 대북 지원 한계, 북･미관계 개선에 관한 북･중의 입장이라는 양국의 대미 전략의 차이에 중점을 두어 분석한다.
당분간 미･중 전략경쟁의 심화와 북･미 협상 교착이라는 구조적 요인이 해결되기 어렵다는 점에서 미국 요인을 매개로 하는 북･중 간의 전략적 밀착은 지속될 것이다. 그러나 향후 양국의 대미 전략의 괴리와 그 과정에서의 상호 불신 증대 양상에 따라 협력과 갈등의 각 유인의 편차는 그 폭을 달리할 것이다.

영어초록

Currently, North Korea and China are strengthening their cooperation to an unprecedented level as they mark the 60th anniversary of the signing of the Sino-North Korean Mutual Aid and Cooperation Friendship Treaty. The United States is the major motivation in building up the cooperation. Both countries share the need for strategic partnership to jointly respond to pressure from the U.S. However, the two countries differ in their specific strategies toward the U.S., which is likely to serve as a limiting factor in further stepping up the strategic relations.
This study focuses on these aspects and examines the inherent limitations of the North Korea-China relations, which are the differences in the specifics of strategies toward the U.S., even amid the ample causes for working together to jointly keep American hegemony in check. To this end, it first discusses the asymmetric nature of the North Korea-China relations and their characteristics. An analysis based on the asymmetry of the bilateral relations can be a meaningful approach to explaining the limitations of the cooperation between North Korea and China. Second, it explores the motivating factors of the strategic cooperation between North Korea and China, which emerged abruptly in 2018, centering around the U.S. factors such as the strategic competition between the U.S. and China, China’s attempt to secure control over North Korea, North Korean-U.S. negotiations, and North Korea's bid to bandwagon along with China. Third, it analyzes the limitations of the strategic collaboration between North Korea and China by focusing on the differences in the two countries’ strategies toward the U.S., such as the conflict of interest over North Korea’s nuclear program, limitations of China’s assistance to North Korea, and the differing stances of the two countries regarding the conditions for improving North Korea-U.S. relations.
For the time being, however, the strategic intimacy between North Korea and China, mediated by factors of the U.S., will continue due to the intensifying conflict between the U.S. and China and the fact that structural factors such as the negotiation deadlock between North Korea and the U.S. are difficult to resolve. However, depending on the gap between the two countries’ strategies toward the U.S. and the pattern of increasing mutual distrust in this process, the deviation of each of the motivational factors of cooperation and conflict will vary in their range in the future.
