유럽연합(EU)의 북핵 인식과 변화: ‘관여정책’의 변화를 중심으로 (Changes in the EU’s Recognition of North Korean Nuclear Issue and Related Policy: Shift From “Engagement” to “Sanctions”)

초록

EU와 북한 간의 관계는 1995년 KEDO 참여에서 시작되었다. 이후 2001년 5월 EU-북한 간 수교가 이뤄지면서 EU는 북한에 대해 ‘건설적 관여정책’을 기조로 삼았다. 그러나 2002년 2차 북핵 위기가 발생하면서, EU는 대북 지원에 있어서는 유보적 태도를 보이면서 핵개발 문제에 있어 원칙적 입장을 강조하는 ‘비판적 관여정책’으로 방향을 수정하였다. 그러나 이후에도 북한이 핵개발 및 미사일 실험 발사를 본격화하면서 EU의 대북정책은 국제사회와 공조를 강화하면서 제재정책으로 변경하였다. 이에 본 연구는 EU의 대북 정책을 세 시기로 구분한다. 즉, EU와 북한 간의 초기 관계 시기인 1차 핵위기 시기의 ‘건설적 관여’, 2002년 2차 핵위기 이후의 ‘비판적 관여’, 그리고 2006년 이후부터 제제국면이 전개된 ‘제제’ 시기로 구분한다. 본 연구에서는 EU의 북핵문제에 대한 국제사회와의 공조 강화와 제제정책으로의 변화에도 불구하고 관여정책을 완전한 폐기로 보지 않는다. 이에 한국과 EU 간 북핵 문제 협력을 위한 정책적 시사점은 다음과 같다. 첫 번째로, EU가 북한 핵문제와 인권문제, 그리고 경제·사회적 이슈들을 논의하는 틀로서 정치대화를 지속한 경험을 분석하고 향후 남북관계의 복원과정에서 활용할 필요가 있다. 두 번째로, EU와 북한의 관계를 활용한 한반도 문제의 점진적 해결방안을 모색할 필요가 있다. 세 번째로, EU와 EU 개별 회원국들이 북한과의 관계 속에 축적한 경험과 관련한 정보들을 공유하고 우리 정부의 대북정책에 반영하기 위한 1.5트랙의 한국-EU간 대화가 안정적으로 진행될 필요가 있다.

영어초록

The relationship between the EU and North Korea was initiated in 1995 when the former participated in the KEDO. Afterward, in May 2001 when the two established diplomatic relations, the EU adopted a constructive engagement policy as its basic North Korea policy. However, in the face of the second North Korean nuclear crisis in 2002, the EU changed its direction to a critical engagement policy, which emphasized a principled position toward nuclear development, showing reservations about assistance to North Korea. As the country began to accelerate its nuclear plan and missile testing, the EU again altered its policy to sanctions, while strengthening cooperation with the international community. In consideration of this, this study divides the EU’s North Korea policy according to three periods of time: the “constructive engagement” during the first North Korean nuclear crisis in the early 1990s when the EU and North Korea were at their initial stage of relationship; the “critical engagement” after the second North Korean nuclear crisis in 2002; and the “sanctions” since 2006 when the international community entered a new phase of North Korean sanctions. This study does not regard the policy of engagement as completely abandoned despite the EU's strengthening of cooperation with the international community on the North Korean nuclear issue and changes in its North Korea policy to sanctions. This study suggests the following policy implications for cooperation between South Korea and the EU: First, there is a need to analyze the experience of the EU in the political dialogue as a framework for discussing North Korea's nuclear, human rights, and economic and social issues, and use it in the process of restoring inter-Korean relations. Second, it is necessary to find a phased solution to the crisis of the Korean peninsula using the EU-North Korean relationship. Third, a 1.5-track dialogue between Korea and the EU needs to be steadily implemented to share information on the experiences accumulated by the EU and the individual member states through their relations with North Korea and to reflect them in the North Korea policy of the South Korean government.
