북핵실험 진행과정에서의 남북한 협상위상 변화전략 비교분석 (A Comparative Analysis on the Two Korea’s Manuvers for the Change in Negotiation Status through the Processes of North Korea’s Nuclear Test)

초록

제네바 합의로부터 2.13합의에 이르기까지 핵포기를 협상의 출구로 인정해 오던 북한은, 2차 핵실험 이래 핵보유 허용 요구로 입장을 전환해 오고 있다. 더욱이 핵실험은 계속되어 5차례에 이르렀고, 5차 핵실험에서는 무기급 규모의 핵무기를 선보인 것으로 알려지고 있다. 이에 북한의 핵개발을 저지하려는 한국과 국제사회의 노력은 비효과적인 핵협상 전략을 선택하고 있는 것이 아닌가하는 의구심이 제기되어 왔다.
본 연구에서는 북한의 핵개발을 위한 협상차원의 개발전략을 평가하고, 한국과 미국 등, 6자회담 참가국들의 대북협상 전략을 북한의 그것과 비교 분석해 보았다. 연구방법은 제임스 월 주니어(James A. Wall Jr.)가 제시하는 네 가지 협상전략을 핵협상 분석에 적용하였다. 네 가지 전략은 협상자 스스로를 강화시키는 전략, 협상상대를 약화시키는 전략, 레버리지를 이동시키는 전략, 그리고 협상상대를 무시･회피하는 전략 등이다.
연구결과 한국과 미국을 위시한 국제사회의 대북협상은 네 항목 모두에서 효과성을 보이지 못하고 있었으며, 특히 효과적인 협상조건을 마련하지 못하고 있었다. 유엔의 대북제재는 전통적인 북중협력 관계에 의해 효과를 보지 못하고 있으며, 한국이 마련하는 대북 견제수단도 중대한 영향을 미치지 못하였다.
이에 본 연구에서는 기존의 협상전략 재검토를 제안하였다. 그리고 대안적 협상전략으로 북핵의 위협을 견제할 방어능력 강화, 유엔제재 효과를 제고하는 국제공조 모색, 그리고 북중관계를 위협하는 대중국 외교 강화 등을 검토하였다.

영어초록

Since the Agreed Framework between the U.S. and the DPRK in Geneva till the 2.13 agreement, North Korea had acknowledged its denuclearization as the end of the need for negotiations. However, with 2nd round of nuclear testing, North Korea has communicated the desire to possess nuclear weapons and a change in its position as a country with nuclear weapons. Since then the nuclear testing has been more frequent and has now reached it’s fifth round. The latest fifth round of testing has demonstrated weapon-capacity nuclear equipment. Amidst this there is doubt/questioning regarding the effectiveness of denuclearization negotiation strategies adopted/utilized by South Korea and the international community.
In this study, the North Korea’s strategies for nuclear development were evaluated, and further compared with the strategies utilized by South Korea, the United States, and other members of the 6-party. The four strategies of negotiation proposed by James A. Wall Jr. were applied to the analysis of the denuclearization negotiations. The four strategies are the following: those intended to increase the negotiator’s strength, those intended to decrease the opponent’s strength, those intended to leverage the opponent, and those intended to avoid the other party in the negotiation.
Findings from the research are that South Korea and the US were unable to be effective in the utilization of any of the four strategies and that adequate negotiation conditions were not met. The United Nations was ineffective due to the historic NK-China relationship and South Korea's defensive maneuvers also did not have significant effects.
Therefore the current study recommends the re-examination of past negotiation strategies and reviews other alternative strategies specifically the following: strengthening of defensive strategies against North Korea, seeking of international cooperation to increase the effectiveness of UN’s sanction, and building up a restraining influence on the NK-China relationship.
