쿠바 미사일사태 고찰과 북핵 위기의 시사점 (Discussion of Defence Security Policies Based on the Psychology of Military Employees for National Security)

초록

1962년 10월에 있었던 쿠바 미사일 사태는 미·소간의 핵전쟁과 제3차 세계대전을 야기할 수 있는 위기상황 이었다. 당시 미국의 케네디 대통령은 핵전쟁으로의 확전 방지와 전쟁의 참상 체험에 대한 인식을 바탕으로 피 말리는 정책 결정 과정을 통해 외교적 해결방법을 채택하고 인내와 협상으로 위기를 해소하였다.
1989년 9월 프랑스 상업위성에 의해 북한 영변의 핵시설이 포착된 이후부터 지금까지 북핵 위기상황은 계속되고 있고, 우리나라와 국제사회는 북핵 6자 회담, 남북 및 북미 정상회담 등 외교적 노력과 UN 대북 제재 등을 통해 북핵 위기를 해소하고자 하였다. 그러나 북한은 김씨 왕족의 생존과 체제 유지를 위해 북한 주민의 고통은 무시하고 핵무기·장거리 미사일 프로그램 고도화에 집중하고 있다.
본 논문에서는 쿠바 미사일 사태와 북핵 위기 상황을 비교 분석하여 우리가 북핵 위기 상황에서 고려해야 할 요소들을 고찰하고자 한다. 미국과 소련이라는 초강대국의 입장에 따라 쿠바 미사일 사태는 해소되었지만, 당사국인 쿠바의 입장은 배제되었다. 그리고 쿠바 미사일 사태는 13일이라는 단기간의 일이었으나 북핵 위기는 30여 년이 넘게 지속되고 있다. 북핵 문제는 한반도뿐만 아니라 동북아 및 세계 평화를 위협하고 있으며, 이는 남·북한의 문제를 넘어 북 - 미, 한·미·일 – 북·중·러 관계 등 복잡하고 고차원적인 문제가 되었다. 쿠바 미사일 사태를 해소하기 위해 케네디 대통령을 비롯한 수뇌부들은 수많은 논의와 토의를 거쳐 정부의 정책을 결정하고 소련과의 협상을 통해 위기를 해소할 수 있었다.
우리나라는 북핵 위협의 직접적인 대상이자 당사국으로서 북핵 위기 해소를 위해 우리가 주체가 되거나 우리의 입장이 반영 되도록 국민적 지혜와 역량을 모아야 한다.

영어초록

The Cuban Missile Crisis in October 1962 was a critical situation that could lead to World War III as well as a nuclear war between the United States and the Soviet Union. At the time, president Kennedy of the United States resolved this crisis and prevented the possibility of nuclear war by having the negotiations & patience and adopting the diplomatic solution through a policy-making process based on the awareness of the tragedy of war.
Since the detection of the nuclear facility in Yongbyon, North Korea, by a French commercial satellite in 1989, South Korea and the international society have been trying to resolve the ongoing nuclear crisis of North Korea through the UN sanctions against North Korea and the diplomatic efforts such as the Six-Party Talks, inter-Korean summit and North Korea-U.S. talks. However, North Korea has been ignoring the suffering of civilians and keeps focusing on the advancement of nuclear weapons & long-range missile programs for the state security and regime survivability.
In this paper, we compare and analyze the Cuban Missile Crisis & the North Korea Nuclear Crisis to notice the factors that need to be considered in the issue of the North Korea Nuclear.
The Cuban Missile Crisis was resolved by the United States and the Soviet Union, but the stance of Cuba, the country directly involved, was excluded. Also, while the Cuban missile crisis was a short-terms of 13 days, the North Korean nuclear crisis has been ongoing issue for over 30 years. The North Korea nuclear threatens not only the peace of Korean Peninsula but also of Northeast Asia and the world, and this has become a complicated and high-level issue, beyond South-North Korea issue, such as North Korea-US, Korea-US-Japan and North Korea-China-Russia relations.
In order to solve the problem of Cuban Missile Crisis, the President Kennedy and other top leaders had countless discussions/discourses for the governmental decisions, and they resolved the crisis by negotiating with the Soviet Union. As South Korea is threatened and directly related to the issue of North Korea nuclear weapons, we should take a main role and have capabilities & wisdom to reflect our stance to resolve the issue of North Korea nuclear.
