조선왕조실록에서 나타난 한성부의 도시 환경･에너지･기후대응 정책 (Urban Environment, Energy, and Climate Policies of Hansungbu in the Veritable Records of the Joseon Dynasty)

초록

이 연구는 조선왕조실록을 검토하여 조선시대 옛 서울의 도시환경문제 현황, 관련 정책, 그리고 한성부의 역할을 분석한 것이다. 연구의 결과, 다음과 같은 시사점을 발견할 수 있었다. 첫째, 조선시대 한양의 환경문제는 인구의 과밀과 조선 초기의 정책대응실패로 인해 발생하였으며, 개인적인 행위로 인해 발생하는 문제와 구조적인 측면에서 발생하는 측면으로 나눌 수 있다. 특히 사산의 산림관리 실패는 한양의 다양한 환경문제를 발생시키는 역할을 했다. 둘째, 조선시대에도 현대사회와 마찬가지로 도시의 환경문제에 대응하기 위해 다양한 정책을 실행했다. 그러한 정책을 나누어보면 도시일반환경･녹지정책, 도시에너지정책 그리고 도시기후대응정책이다. 도시일반환경･녹지정책과 도시에너지정책은 주로 사산의 산림을 관리하는 것에 초점을 맞추었다. 도시기후대응정책으로는 경보시스템 활용, 현황파악 및 인명구조, 피해지역 물리적 환경 개선 및 복구, 그리고 피해자 구제 등이 있었는데, 이는 현대사회에서 볼 수 있는 도시기후대응정책과 유사한 정책들이었다. 한편 현대의 도시기후대응정책과 다른 점은 왕과 신하의 깊은 반성을 통한 우주의 조화 및 질서 회복을 위한 노력이 존재했다는 것이다. 셋째, 한성부는 전근대도시인 한양의 환경 분야와 관련한 다양한 문제들에 대응하는 중심 행정기관이었다. 그러나 이 행정기관은 한양의 환경문제와 관련하여 독자적인 도시행정 이행기관이라기보다는 왕이나 다른 중앙행정기관과의 협력적 혹은 갈등적 관계 속에서 정책을 이행하였다. 넷째, 한성부의 도시환경분야와 관련된 정책의 주요 방식은 한양민을 감독하고 처벌하는 직접규제였다. 이 연구는 조선왕조실록 이외에 한성부의 역할을 다룬 다양한 옛 문헌들을 함께 분석하지 못한 것이 한계이며, 이후 이런 다양한 문헌들을 함께 분석한다면 한양의 도시환경분야와 관련한 한성부의 역할을 더욱 세밀하게 이해할 수 있을 것이다.

영어초록

This study analyzes the current status of urban environmental issues, related policies, and the role of the Hanseongbu in the Joseon Dynasty through examining the Veritable Records of Joseon Dynasty. As a result of the study, the following implications were found. First, environmental problems in Hanyang during the Joseon Dynasty were caused by increased population due to various factors and failed policy responses in the early years of the Joseon Dynasty, and can be categorized into individual behavioral problems and structural problems. In particular, the failure of forest management in Sasan played a central role in causing various environmental problems in Hanyang. Second, in the Joseon Dynasty, just like in modern society, various policies were implemented to respond to environmental problems in the pre-modern city, Hanyang. These policies can be divided into general environmental and green space policies, urban energy policies, and urban climate policies. The urban environment and green space policy and the urban energy policy were mainly focused on managing the forests of Sasan. The urban climate policies included the use of warning systems, identification and rescue of people, improvement and restoration of the physical environment of the affected areas, and relief for victims, which are similar to the urban climate response policies found in modern society. On the other hand, the difference with modern urban climate policies is that there were efforts to restore harmony and order in the universe through deep reflection by the king and his subjects. Third, the Hanseongbu was the central administrative agency that responded to various issues related to the environmental field in the pre-modern city of Hanyang, but rather than being an independent urban administration implementer, it implemented policies in a cooperative or conflictual relationship with the king and other central administrative agencies. Fourth, the main form of policy related to the urban environment in Hanseong was direct regulation to supervise and punish offenders. The limitation of this study is that information from the Veritable Records of Joseon Dynasty does not provide a full picture of the role of the Hanseongbu in relation to Hanyang's urban environmental policies. Thus, further analysis of other various sources of the Joseon Dynasty will provide a more detailed understanding of the role of the Hanseongbu in that regard.
