미국 외교정책의 연속성과 오바마 행정부의 대북정책 (The Continuity of American Diplomatic Policy and The North-Korea policy of Obama Administration)

초록

미국 외교정책의 ‘계승적(繼承的)’연속성(Continuity of Succession)과 ‘수렴적(收斂的)’연속성(Continuity of Convergence)은 2008년 정권교체로 탄생한 오바마 행정부의 대외정책의 근간을 규정한다. 오바마 행정부는 민주당의 전통적 정책기조를 계승하겠지만 탈냉전과 9.11 테러 이후 공화-민주 양당의 대외정책 기조가 새로운 유사성으로 수렴되고 있는 상황 역시 존재한다.
오바마 행정부는 다자주의, 대화와 타협 기조 등을 앞세워 경우에 따라서는 북한과의 양자 직접 대화로서 크게 문제를 풀려는 유연하고 적극적인 행동을 보일 수도 있으나, 북한의 기보유(旣保有) 핵무기 포기가 쉽지 않을 것으로 전망되는 바 궁극적으로 북한에 대한 포위ㆍ압박을 중심으로 한‘강경한’‘관리’정책으로 대북정책을 잡아나갈 가능성도 오히려 클 것으로 보인다.
한국 정부는‘실용적’관점에서의 미국과의 대북공조를 통해 한미 공조를 튼튼히 하며 그 속에서 대북정책의 주도권을 지속하는 지혜롭고 효과적인 대응을 견지해야 할 것이며, 전체적으로 한미 간의 대북 공조는 원만한 방향에서 이루어질 것으로 판단된다.

영어초록

Political power replacement American 2008 is gathering a lot of interests to bring about a large change unlike directions of the former Bush Administration. Specially, by a grasping political power of ‘conservation political power’ in South-Korea and that of ‘progress political power’ in America, the anxiety that the dissonance inter South-Korea and the US is brought about is occurring. Therefore, this paper has the purpose in discussing diplomatic policy direction of the Obama Administration and response course of Korean.
For achievement of abject of the paper, this paper will approach at the following courses. First, having views upon the figure that American political system stabilized to the two-party politics and by classifying and comparing a diplomatic policy ideology of the traditional Republican Party and Democratic Party, I will deduce the root and the trunk of policy of Obama administration. And I will check the point that after post cold war and 9.11 terror, the foreign policy keynote of America is collected into new and a lot of similarity that transcend a traditional policy line of the Republican Party and the Democratic Party. That is, I will investigate the continuity of American diplomatic policy and predict diplomatic policy of Obama administration through that. I will arrange that continuity to ‘Continuity of Succession’ and ‘Continuity of Convergence’. And then, I will check the North-Korea policy of Obama administration through the policy contents that Obama have elucidated with the start of government and during the elect period and after sailing of administration. Lastly I will search the answer to how the administration of Korea strengthen the relation of alliance and make efficient mutual assistance.
Obama administration will obey the following. First, after post cold war and 9.11 terror, the foreign policy keynote of the Republican Party and the Democratic Party is collected into a lot of similar nature. Second, considering final stage practical policy keynotes of the Bush Administration which was Republican political power, it will obey a policy keynote of Clinton government who is former Democratic political power per right now but it seems that Obama administration will not forward to revolutionary different aspects even at the Republican governmental policy keynote. Obama gives priority to ‘multilateralism', conversation and compromise keynotes etc. So it can intend to resolve an issue through direct conversation with North-Korea government greatly. But it is surveyed that because North-Korean nuclear weapon relinquishment is not easy ultimately, the possibility to practise the ‘Strong’ ‘Management' policy is more higher.
Korean administration shall do strongly Korea-America cooperation in practical viewpoints and with the ground of that, Korea government shall perform a wise and effective countermeasure that grasp the initiative in North-Korea policy. Probably we can judge that the cooperation between South-Korean and America to North-Korea will be done in smooth direction generally.
