초록

이 글의 목적은 최근 여성가족부 폐지를 둘러싼 퇴행의 젠더정치의 배경을 1998년 설립된 대통령직속여성특별위원회부터 현재 여성가족부까지 여성정책 담당기구의 역사적 궤적 속에서 분석하는 것이다. 주요 내용은 첫째, 김대중 정부에서 설립된 본격적인 최초의 여성정책 담당기구에서부터 이명박 및 박근혜 보수정부까지의 여성가족부의 궤적을 검토하면서, 한국에서 여성정책 담당기구는 설립 이후부터 제도적 취약성을 해소하기 위해 부처 정체성을 약화시킴으로써 이념적 취약성을 동반해 왔음을 보여준다. 둘째, 페미니스트 대통령을 선언한 문재인 정부에서는 어느 시기보다 성평등정책에 우호적이고 많은 성과들이 있었지만, 동시에 성평등에 대한 백래시와 반페미니즘이 가장 고조된 시기다. 이 시기는 성평등정책에 대한 진보정부의 혁신적 가능성과 동시에 젠더갈등에 대한 유보적 태도에서 나타나는 한계도 공존한다. 마지막으로 현 정부에서 나타나는 여성가족부 폐지를 둘러싼 젠더정치를 민주주의 퇴행이라는 정치적 국면의 특성 속에서 진단하는데, 그 세부적 차원들은 첫째, 공개적으로 성평등에 반대하는 담론적 탈정당화, 둘째, 정책의 재프레이밍을 통해 기존 성평등정책을 가족인구정책으로 대체하는 정책쇠퇴(policy decay)이며, 셋째는 예산삭감이나 집행의 지연, 약속 불이행 등을 통해 정책의 퇴행을 서서히 진행 시키는 것이며, 마지막으로 거버넌스의 부재나 폐지를 통한 포용과 책무 메커니즘의 쇠퇴다. 결론에서는 퇴행의 젠더정치를 넘어서기 위한 페미니스트 정치의 필요성과 젠더정책의 과제들을 제시하는 것으로 글을 맺는다.

영어초록

This paper aims to analyze the backsliding gender politics surrounding the recent abolition of the Ministry of Gender Equality and Family within the historical trajectory of women’s policy institutions from the establishment of the Presidential Commission on Women’s Affairs in 1))8 to the current Ministry of Gender Equality and Family. Major results of the paper are as follows. First, the article argues that from the establishment of the comprehensive women’s policy institution during the Kim Dae-jung administration to the trajectory of the Ministry of Gender Equality and Family under the conservative governments of Lee Myung-bak and Park Geun-hye, the machinery of women’s policies has shifted towards expanding organizational size, compromising feminist political essence of gender equality. Paradoxically, this shift serves as both the basis for advocating its abolition and a reflection of the weakening commitment to gender equality within the institution. Secondly, under the Moon Jae-in administration, which declared itself feminist government, there have been more favorable attitudes towards gender equality policies and numerous achievements than ever before. However, this period has also seen the highest level of backlash and anti-feminism towards gender equality. This period demonstrates both the innovative potential of progressive governments in gender equality policies and the coexistence of limitations stemming from a cautious attitude towards gender conflicts. Finally, this paper diagnoses the gender politics surrounding the abolition of the Ministry of Gender Equality and Family under the current government in the context of a democratic backsliding. Its specific dimensions include: first, discursive depoliticization openly opposing gender equality; second, policy decay, replacing existing gender equality policies with family population policies through reframing policies; third, gradually advancing policy regression through budget cuts, execution delays, and failure to fulfill promises; and finally, the deterioration of inclusivity and obligation mechanisms through the absence or abolition of governance. In conclusion, the article suggests the necessity of feminist politics to transcend regressive gender politics and the challenges of gender policies.
