메타분석을 통한 교육복지우선지원사업의 효과 검증 연구 (A Meta-Analysis of the Effectiveness of the Educational Welfare Priority Project)

초록

본 연구의 목적은 교육 취약계층 학생을 지원하는 교육복지우선지원사업의 효과를 규명하는 것이다. 교육복지우선지원사업 성과에 관한 상이한 연구결과들에 대해 현재 수준에서의 결정적 판단(critical decision)을 이끌어내기 위해, 기존의 연구물을 체계적으로 종합․분석․평가하는 메타분석(meta-analysis) 연구를 수행하였다. 분석 결과, 교육복지우선지원사업은 교육적으로 유의미한 효과가 있는 것으로 나타났다. 교육복지우선지원사업의 교육적 효과를 인지영역, 정의영역, 사회적 행동 영역으로 구분하여 분석한 결과, 인지, 사회적 행동, 정의적 영역 순으로 효과가 높은 것으로 나타났다. 특히 인지적 특성의 경우 교육적으로 유의미하며, 실질적 효과가 있는 수준으로 나타난 반면, 정의적 특성의 경우 상대적으로 미약한 효과 크기를 보였다. 각 영역별 효과크기(effect sizes)를 살펴본 결과, 인지 영역에서는 학업 성취, 정의 영역에서는 학교생활만족도, 사회적 행동 영역에서는 학교 적응 행동에 대한 효과 크기가 각각 높게 산출되어, 이 사업이 수혜학생의 ‘학교생활’의 질 제고에 긍정적 영향을 미치고 있음을 확인하였다. 제도 변화에 따른 효과를 추적한 결과, 2011년 법제화 이후 효과가 커진 것으로 나타났다. 학교급별 효과크기는 초등학교, 중학교, 고등학교의 순으로 사업 효과가 크게 나타났으며, 지역별 효과크기는 경기와 강원도에서의 사업성과가 상대적으로 높게 산출되었다. 분석결과를 토대로 교육복지우선지원사업의 효과를 높이기 위한 몇 가지 제언을 하였다.

영어초록

The purpose of this study is to identify the effectiveness of the Educational Welfare Priority Project, which is an educational policy approach targeting disadvantaged students. Since the previous study results on the effectiveness of the project are contradictory, this study conducted a meta-analysis used to systematically assess the results of previous research studies in order to derive critical decisions. The results of this study show that the overall effect size (ES=.37) of 23 studies has substantiated educational effectiveness of the Educational Welfare Priority Project. Classifying the effects of the Project into the cognitive, affective, and social behavioral domains, the effect for the cognitive domain was the highest, followed by social behavioral and affective domains. As a result of specifying the effectiveness category, the effect size of academic achievement in the cognitive domain, school life satisfaction in the affective domain, and school adaptive behavior in the social behavioral domain are all found to be high upon the other factors. The size of effect for these three categories not only has an educational significance, but is also closer to having an actual therapeutic effect. Of note, these three categories are all related to “school life” and, therefore, the results of the present study provide convincing evidence that the Educational Welfare Priority Project is contributing to the improvement of the school life of students. Further study results are as follows: firstly, after its enactment in 2011, the effect size of this project has increased with the institutional change. On examining the effect size for each provincial area, it was seen to be higher in the Gyeonggi and Gangwon provinces, where the project budget was relatively low; however, the rate of executing the human resources was seen to be the highest as compared to other regions. Taken together, our results demonstrate that a stable legal system coupled with effective project budgeting plays an important role in operation of this project.
