완충체계 이론으로 본 청일·러일전쟁과 조선의 비극 (Sino-Japanese·Russo-Japanese War and Tragedy in Chosun Seen with the Buffer System Theory)

초록

본 논문에서는 완충체계 이론을 통해 구한말 형성되었던 두 번의 완충체계(청일전쟁기, 러일전쟁기)에서 강대국간 경쟁이 어떠한 메커니즘으로전쟁으로 이어졌는지를 살펴보고, 완충국이었던 조선이 주권을 잃게 된원인을 찾아보았다. 두 완충체계의 형성 시점에서 일본은 모두 상대적 약국이었다. 강대국간 세력의 격차가 뚜렷한 상황에서 상대적 강국이었던 청국과 러시아가조선에서 영향력을 확대해 갔지만 세력이 약한 일본은 직접적인 충돌을피해왔다. 그러나 일본이 청 및 러시아와 세력의 격차를 줄이면서 양국의갈등은 첨예화되었고, 이에 따라 완충국의 가치는 더욱 상승하게 되면서강대국의 전쟁으로 이어졌다. 이 시기의 조선은 다양한 방법으로 군사력 증강을 시도하였지만 재정 부족, 일관성 없는 군사정책, 주변 강대국들의 간섭 때문에 효과를 거두지 못하였다. 그래서 조선군은 강대국이 전쟁을 결정하는 과정에서 전혀고려 대상이 되지 못하였다. 한편 조선은 경쟁 강대국 중 덜 위협적인 쪽에 기대어 생존을 도모하고, 제3의 강대국을 체계 내에 끌어들여 체계 내의 강대국을 견제하려 하다가 종국에는 중립정책을 추진하였다. 그러나중립을 유지할 수 있는 자위력을 갖추지 못한 상태에서 체계 내 강대국들의 동의 없이 선언된 중립은 쉽게 무시되었고, 결국에는 러일전쟁에서 승리한 일본에 의해 주권을 잃고 말았다.

영어초록

This article examined what mechanism did lead the competitionbetween power nations to war in the two buffer systems(the period ofSino-Japanese War and Russo-Japanese War) formed in late Chosun andalso figured out the cause that made Chosun, the buffer state, lose itssovereignty.
At the point that the two buffer systems were formed, Japan was arelatively weaker nation in both. In the situation that the power gapbetween the power nations was quite clear, the Qing and Russia, therelatively stronger nations, did increase their influence in Chosun, but Japanthat was relatively weaker did avoid any direct collision. However, Japanstarted to reduce the power gap with the Qing and Russia, and the conflictbetween the two nations got sharpened. Accordingly, the value of thebuffer state became even higher, which brought about war between thepower nations.
During this period, Chosun attempted to strengthen its military powerin diverse ways; however, it turned out rather unsuccessful because of itsfinancial crunch, inconsistent military policy, and interference from thesurrounding power nations. This is why the army in Chosun was notconsidered at all in the process that the power nations decided on the war.
In the meantime, Chosun tried to manage to survive leaning to the lessthreatening side among the power nations in competition and attract the thirdpower nations into the system to keep the power nations in the system incheck. But in the end, it promoted neutrality policy after all. However, theneutrality declared without any consent from the power nations within thesystem in the situation that Chosun had no self-defense capabilities tomaintain neutrality was just readily ignored, and in the end, it came to loseits sovereignty due to Japan that won the Russo-Japanese War.
