국민 정치·대중 정치와의 상호작용 속에서 본 진보 정치 (The New Challenge of the Korean ‘Progressive Politics’, Viewed from Interaction with ‘The National Politics’ and ‘Popular Politics’)

초록

진보 정치의 현 상황과 전략적 과제를 복합적으로 분석하기 위하여, ‘국민 정치와 진보 정치의 관계’, ‘진보 정치 공동체와 진보 정치의 관계’, ‘대중 정치(대중 혹은 넓은 의미의 ‘사회’)와 진보 정치의 관계라고 하는 세 가지 측면을 설정하였다. 그리고 이러한 세 가지 측면에서, 진보 정치가 개발독재 시기, 87년 이후의 민주개혁 국면, 반독재 민주정부 시기와 신보수(신우파) 정권으로의 이행이라고 시계열적 변화 속에서 어떻게 변화해 왔는가를 서술하였다. 필자는 10년간의 반독재 민주정부 시기가 종결되고 MB정부로 상징되는 신보수 정권(신우파 정권) 시기로 이행한 것은 단순히 정부 차원의 변화를 넘어, 1987년 이후의 ‘민주화’ 시기가 ‘포스트－민주화’ 시기로 변화한 것을 의미한다고 보았다. 진보 정치와 관련하여 포스트－민주화 시기의 중요한 특징은 국민 정치 공간에서의 보수 정당의 헤게모니가 불안정하다는 점, ‘의회의 보수독점’이 해체되면서 반독재 중도자유주의 세력이 의회 내 다수파를 형성하게 되었으나 그러한 다수파적 지위가 균열되게 됨과 동시에－1987년 6월 민주항쟁 이후 형성된 “민주주의 블록 내에서의 민주당(중도자유주의 정당)의 내부－헤게모니”의 위기라고 보았다. 여기서 필자는 포스트－민주화 시기의 진보 정치의 과제를 세 가지로 제시하는데, 첫째, ‘진보 정치의 국민화’와 관련하여, ‘연합정치’ 공간에의 적극적 개입전략이 필요함을 지적하였다. 둘째, 진보 정치 세력 공동체 내의 연대문제와 관련하여, “새롭게 민노당, 진보신당과 그에 포괄되지 않은 다양한 진보적 정치 세력들(시민사회 좌파와 노동좌파 등)을 통합하는 진보연합 정당을 건설해야 한다”는 입장을 가설적으로 제시하였다. 이의 성격을 ‘민주주의 좌파 연합정당’이라고 규정하였다. 셋째, “포스트－민주화 시기의 다양한 이반들을 결합시키는 ‘좌익적인 헤게모니적 접합’이 중요하다는 것을 주장하였다. 이는 반신자유주의 투쟁과 다양한 민주적 생활정치의제들이 결합되는 ‘복합적 반신자유주의정치’ 속에서 구현될 수 있다고 주장하였다.

영어초록

In this paper, the author analyzes the current situation and future task of the Korean progressive political forces from the perspective inter-relating “the national politics”, “popular politics” and progressive politics. The first and second aspects of the progressive politics is that it exists as a part of the national political arena, and as one actor within the community of progressive political forces. In addition, the third one is that it stands on the popular support, which means that it exists in relation to the popular politics.
Given such three aspects, the author analyzed the change in the progressive politics under the dictatorship, democratization period after 1987, under the anti-dictatorial democratic governments, and under the current neo-conservative government led by Lee Myung-Bak.
The start of neo-conservative government after the 10 years of democratic governments means Korean democracy went on a new cycle of “post-democratization”. The important character of this “post-democratization” period is that the hegemony of the anti-dictatorial liberal political forces, which have been in power for the past 10 years, has come to crisis, within the democracy bloc internally and in relation to the voters externally. However, because the progressive forces don’t have a sufficient popular base to replace the liberal forces in crisis, the popular demand for a strategy of “united front of democratic and progressive forces”, which means that the liberal political forces in crisis and progressive ones in short of new leadership make a alliance to confront the neo-conservative government, became very strong, and such strategy has been successful in some areas in the local election in June 2010.
Considering this complex situation, the author argued, firstly, the need for active, not passive, intervention strategy in the “united front” situation in the national politics as the first task. Secondly, concerning the solidarity formation within the community of progressive political forces, the need for a new “progressive united party” was suggested, in which the current “inner-parliament” parties such as Democratic Labour Party and Progressive New Party, and “outer-parliament” progressive political forces come together, including socialists, civil society left and so on. Its new identity was been defined as “democratic left united party”. Thirdly, the author suggested that, in order to strengthen the popular base of the progressive parties, the strategy for left hegemonic articulation is needed. This strategy can be realized in an effort of the “complex anti-neo-liberal politics”, in which anti-neo-liberal struggles and diverse democratic ones are combined.
