초록

선행연구들이 마을공동체 사업의 성장단계별로 성과에 대한 중요한 요인들이 다를 수 있음에도 불구하고 단순하게 영향요인들을 제시하고 있는 한계에 착안하여 이 연구는 집합적 협력의 가치와 메커니즘을 체계적으로 적용하고 있는 ICA(Institutional Collective Action) 분석틀을 적용하여 성장단계에 따라 공동체적 성과와 경제적 성과에 대한 영향요인을 비교･분석하였다.
분석결과를 살펴보면, 공동체적 성과모델의 모든 성장단계에서 주민들의 참여와 지원이 중요하게 영향을 미치며, 지역고유자원의 활용도 발전 및 정착단계에서 공동체적 성과에 유의미한 영향을 미치는 것으로 나타났다. 그리고 마을공동체 대표자의 리더십과 주민들 간의 네트워크 실효성은 발전단계에서, 외부지원자와의 네트워크 실효성은 형성단계에서 공동체적 성과에 중요하게 영향을 미치는 것으로 분석되었다. 경제적 성과모델에서는 주민들의 참여와 지원, 간편한 행정절차, 정부와의 네트워크가 형성 및 발전단계 모두에서 중요하게 고려될 필요가 있는 것으로 나타났다. 그리고 형성단계에서의 주민조직의 역량, 발전단계에서의 재정적 독립성, 정착단계에서의 외부지원자와의 네트워크 실효성이 경제적 성과에 유의미한 영향을 미치는 것으로 분석되었다. 이 연구는 주민들의 참여와 지원은 성장단계와 마을공동체 사업의 성과에 무관하게 필수적인 요건이라는 것을 확인하였으며, 마을공동체 사업의 성장단계별로 중요한 요인들과 그 특성을 차별적으로 반영할 필요가 있다는 점을 실증적 연구를 통하여 정책적 함의를 제시했다는 점에서 의의가 있을 것이다.

영어초록

This study presents policy implications by comparing and analyzing, which is based on the development stages of community development projects and ICA(Institutional Collective Action) framework, the influential factors influencing the performance of community development projects. Previous study simply presented the influence factors without distinction between three stages of growth such as formation, development, settlement. From this limitation, This study has critical significance in that it analyzed the important factors through empirical research in terms of the stage of growth of community development projects and its distinctive characteristics.
For the social performance model, Analysis results show that participation and support of residents has a great impact on social community performance in all stages of growth of community development projects, and utilization of local resources also has a significant impact on social community performance in development and settlement stages. Moreover, leadership of community representative and network effectiveness with community residents have a critical impact on social community performance in the development stage, and network effectiveness with external supporter has a significant influence on social community performance in the formation stage. For the economic model, analysis results show that fiscal independence, participation and support of residents, simplification of administrative procedures, network effectiveness with governments, and network effectiveness with external supporters have a significant impact on economical community performance in general.
From these results, the authors identified that the participation and support of residents are essential requirements for performances regardless of the stage of growth of community development projects. In addition, in order to promote economical development of communities, it is necessary to simplify administrative procedures and establish active networking with governments effectively. Also, in order to enhance social development of communities, it is required to establish solidarity and identity among residents through utilizing local useful resources.
