초록

Escape of korean king from korean palaces and his refuge in russian mission in 1896year is the unique event in world history. Russian schools argue that independence of Korea was maintained by this event. However in practice, this event was of benefits Not only to korean kingdom, but also to Russian Empire. This article is written to identify above mentioned fact.
In 8 October 1895year japanese assassinated korean queen Min. After this brutal incident Weber, the Russian envoy got some new diplomatic goals for his own mother country. The first goal is to reveal the facts of the this brutal incident in years of Ulmi. To weaken the influence of Japan in Korea and, on the contrary, enhancement of Russia's influence in Korea was the diplomatic second goal of Weber's Russia.
The Russian envoy at that time 4 times organized meeting of foreign diplomatic representatives in seoul and participated in every meeting. Weber recognized, that these 4-times meetings were long and meaningless for resolution of complicated diplomatic goal for Russia. And also he realize, there is limits of diplomatic way to resolve the matters and achieve the above goal. Because Komura, envoy of Japan avoided resolution of incident and the English envoy Hillier supported japanese envoy. Every Meetings opened after 25 October were not only no more helped Weber to achieve the goals, but also justified and rationalized the position of japanese government.
Weber's acts were not for king of Korea, but for achievement of his own country, Russia's diplomatic goals. And Russia Empire trusted in Weber's assurance and determined to accept Weber's suggestion.
