Water is the source in our lives.

In China, following the rapid growth of economy, many problems of environment pollution come into being, especially the problem of water pollution. We can say China paid the price for raising economy. From 1970, Chinese government started to enact the law about industrial waste water, then in 1979, the environmental protection law, in 1984, sewage water decontamination law, in 1989, the rules for operation etc. were enacted, and except for that, the government also made a series of laws about the quality of water environmental standard. Among this, the fundamental rules about polluted water are banding the sewage water decontamination and the development of the water source together, drinking water protection, the standard of the quality of water environment etc.

During the 10th 5-year plan, Chinese government will invest Chinese money 270 billions yuan in the sewage water decontamination. In priority, they strengthen water pollution of the Three Rivers(Huai river, Hai river, Liao river)and the Three Lakes(Tai lake, Chao lake, Dian chi) in "33211"process, a clean up of the sewage water decontamination of Sanxia process and the Changjiang river, Huanghe river, Songhua river synthetically.

The relieve of rights and interests on water pollution for the victim is the relieve of environmental suit, the relieve of administrative disposal and the relieve of settling a dispute and so on. Here the issue is to certify the causal sequence between wrongdoing and the damage. The settling of such a problem depend on making special environmental proceeding law and the sewage water industry which the government invested and is operating should be marketably.

China is the one of countries who is short of water and now the sewage water is obstructing the growth of economy and the social development. For overcoming such a problem, the only way is to decrease the quantity of sewage water and practical reuse the water.
