식품위생법상 배양육 관리 방안 제언 (Sugestions for the management of cultured meat under the Fod Sanitation Act.)

초록

자원적, 환경적 제약으로 인해 전통적인 육류 생산의 한계에 따라 이를 보완할 수 있는대체육 분야가 빠르게 성장하고 있다. 또한 최근에는 단순한 대체 단백질 식품이 아니라세포를 실험실에서 배양하여 육류로 만드는 배양육이라는 분야가 등장하였다.
현재 미국, EU 등 선진국들은 대체육 시장성장에 대비하여 대체육 안전관리 감독기관을지정하고, 대체육 관리체계 구축을 위해 노력하고 있다. 또한 대체육 분야의 등장으로 인해예견되는 육류 분야와의 충돌을 대비하여 라벨링 방법과 관리 기준 등을 정비하고 있다.
우리나라는 현재 다양한 기업들이 대체육 제품을 선보이고 있으며 배양육 스타트업 기업 또한 등장하고 있지만 대체육 관련 규정이 아직 미흡한 상황이며, 이로 인해 차후 대체육 생산 업계와 전통적인 축산업계 간의 갈등이 유발되고, 대체육 시장에 진입하려는 업체들이 혼란에 빠질 수 있다. 이러한 문제를 예방하기 위해서는 국내 대체육 시장을 파악하고해외 대체육 관리 관련 정책 및 제도를 분석하여 선제적으로 국내 대체육 안전관리제도를도입할 필요가 있다.
본 논문에서는 제외국의 대체육을 포함한 배양육 관리 동향을 바탕으로 배양육 관리기준을 마련할 것을 제안한다. 우선 배양육이 기존의 육류와 구별될 수 있도록 현행 식품위생법에 배양육의 정의를 신설할 것을 제안한다.
아직 관리되고 있지 않은 배양육 영역에 대한 규제를 사전에 설정함으로써 관리함으로써 국내 배양육을 포함한 대체육의 전반적인 관리 수준이 강화될 것으로 기대된다. 배양육의 표시 및 구분을 통해 배양육을 2차 가공하는 경우에도 소비자가 안전을 확보할 수 있게될 것이다. 또한 배양육을 포함한 대체육 시장의 산업 규모를 정확히 파악하여 효과적인지원정책을 마련할 수 있다.

영어초록

Due to resource and environmental constraints, the alternative meat field that cancompensate for the limitations of traditonal meat production is growing rapidly. Inaditon, in recent years, a field caled cultured meat that cultivates cels in laboratoriesand turns them into meat has emerged, not just alternative protein fods.
Curently, advanced countries such as the United States and the EU are making efortsto designate alternative meat safety management supervisory agencies and establishalternative meat management systems in preparation for the growth of the alternativemeat market. In aditon, labeling methods and management standards are beingreorganized in preparation for conflicts with the meat field predicted by the emergenceof the alternative meat field.
In Korea, various companies are curently introducing alternative meat products, andcultural meat startups are also emerging, but regulations related to alternative meat arestil insuficient. There are concerns that such a lack of management system could leadto conflicts betwen the meat production industry and the traditonal livestock industry in the future, and that companies seking to enter the meat market could be confused.
To prevent this problem, it is necesary to premptively introduce a domestic alternativemeat safety management system by identifying the domestic alternative meat market andanalyzing policies and systems related to overseas alternative meat management.
In this paper, it is proposed to establish standards for managing cultured meat basedon the trend of managing cultured meat, including alternative meat in the excludedcountries. First of al, it is proposed to establish a new definiton of cultured meat inthe curent Fod Sanitation Act so that cultured meat can be distinguished from existingmeat.
It is expected that the overal management level of alternative meat, includingdomestic cultured meat, wil be strengthened by establishing and managing regulationson cultivated meat areas that have not yet ben managed. Consumers wil be able tosecure safety even when the cultured meat is secondarily procesed through the displayand clasifcation of cultured meat. In aditon, efective suport policies can be preparedby acurately grasping the size of the industry in the alternative meat market, includingcultured meat.
