경제안보 관련 주요국의 추진 전략에 관한 비교법적 고찰: 최근 법·제도의 동향을 중심으로 (A Comparative Study on the Promotion Strategies of Major Countries Related to Economic Security: Focusing on the recent trends in the law and system)

초록

그간 군사적 차원에서 머무르던 기존의 안보 개념이 최근 ‘경제안보’의 개념으로 확대·전환되면서 세계 주요국의 안보 전략은 경제안보를 최우선 과제로 첨단 과학기술 중심으로 빠르게 재편되고 있다. 이에 따라 미국, 중국, 일본, 유럽 등 주요국들은 경제적 패권을 유지하고 획득하기 위해 첨단기술 확보에 범국가적 차원에서 노력을 기울이고 있으며, 우리나라도 과학기술의 육성 및 첨단기술의 확보에 많은 관심을 기울이고 있다. 이에 우리나라의 경제안보 관련 법안으로는 「국가첨단전략산업법」,「국가전략기술육성특별법」이 제정 및 시행되고 있으며, 공급망 교란에 대응하기 위한 「소재ㆍ부품ㆍ장비산업 경쟁력 강화를 위한 특별조치법」 및 각 부처별 관련 입법도 활발히 제·개정하고 있다. 아울러 ‘경제 안보를 위한 공급망 안정화 지원 기본법안(공급망 기본법)’, ‘국가자원 안보에 관한 특별법안(자원 안보 특별법)’ 등도 국회에서 활발하게 논의되고 있는 등, 첨단기술 강국으로 도약하기 위해 부단한 노력을 하고 있다.
오늘날 현대 국제사회에서 첨단 과학기술 확보 여부는 경제는 물론 군사와 안보에 이르기까지 거의 모든 분야에서 핵심 변인으로 작용하고 있다. 이에 본 연구에서는 미국, 일본, 중국, 유럽 등 주요국의 경제안보 관련 최근 법·제도를 분석하고, 각 나라별 경제안보를 강화하기 위한 고유한 정책 기조 및 법·정책 동향에 대해 세밀하게 검토하였다. 나아가 이를 기반으로 우리나라의 경제안보 관련 국가첨단전략기술·국가전략기술에 대한 체계적 육성 및 지원과 글로벌공급망 안정화를 통한 확고한 성장 전략에 대해 논의해 보고자 한다.

영어초록

As the existing security concept, which has been staying at the military level, has recently expanded and transformed into the concept of "economic security", the security strategies of major countries around the world are rapidly reorganizing around advanced science and technology with economic security as a top priority. Accordingly, major countries such as the United States, China, Japan, and Europe are making efforts to secure cutting-edge technologies to maintain and acquire economic hegemony, and Korea is also paying much attention to fostering science and technology and securing cutting-edge technology. The National Advanced Strategic Industries Act and the National Strategic Technology Promotion Special Act are enacted and implemented in Korea's economic security-related bills, and the Special Measures Act to Strengthen the Competitiveness of the Materials, Parts, and Equipment Industries to cope with supply chain disruptions and related legislation by each ministry are also actively enacted and revised. In addition, the "Basic Act on Supply Chain Stabilization for Economic Security" and "Special Act on National Resource Security" are being actively discussed in the National Assembly, making ceaseless efforts to become a high-tech powerhouse.
In today's modern international community, securing advanced science and technology is a key variable in almost all fields, including military and security, as well as the economy. Therefore, this study analyzed the recent laws and systems related to economic security in major countries such as the United States, Japan, China, and Europe, and carefully reviewed the unique policy stances and legal and policy trends to strengthen economic security in each country. Furthermore, based on this, I would like to discuss a firm growth strategy through systematic development and support for national advanced strategic technologies and national strategic technologies related to economic security in Korea and stabilizing global supply chains.
