일본 자녀수당법에 관한 연구 (A Study on the Japanese Act of Child Allowance Payment)

초록

The system of Child Allowance was introduced in April, 2010, in Japan. This system was introduced on the premise that the system need to be revised every year, and is now considered as an taken a major step forward policy to ensure internal stability of the policy that is referred to as vulnerable to the Payment of Child Allowance in Japan. This policy cast a long shadow to the transition to the new idea that child-rearing can be supported by total society regardless of existing system. Therefore, this study suggested that, after examining the details of Act on Payment of Child Allowance in japan, the defect and legal task should be issued.
The original Payment of Child Allowance pledge of the democratic party of Japan was paying 26,000￥ a head to a junior high pupil, but because of budgetary deficit, at first year, 13,000￥,which was the half of the original Payment of Child Allowance pledge, was paid out. eventually the Payment of Child Allowance pledge of the democratic party of Japan was abolished without paying as the pledge. The Japan government abolished the Act on Payment of Child Allowance in August 30, 2011 to ensure the budget for the restoration work after the East Japan earth quake and nuclear power plant restoration. In other words, the Japan government abolished the Payment of Child Allowance, the government representative populism policy, the government had a decision to return to the former Child Allowance policy which got a different payment according to the household income, the number of children, and the children’s age, since 2012. And the Government established an Act on the Special Measures for the Payment of Child Allowance, a law with expiration date(zeitgesets) from october, 2011 to march, 2012, they had a decision to pay the allowance 15,000￥ a month, 10,000￥, to under 3-year old, first and second children from 3 to 12 a month, 15,000￥ a month, and to pay 10,000￥ every month childcare allowance to children aged 15 and younger.
On the other hand, though we need people’s welfare expansion, populism policy which wouldn’t consider nation’s financial difficulties is not only helpful to this generation, but also become the bigger side effect that increase the financial burden to the next generation. Greec, Portugal, Spain Italy etc, Sud-Europe and Japan’s contraction which undergoes social anxiety expansion due to a deep financial crisis shows this vividly. Therefore, in the course of the introduction of korea’s family benefit system for the child welfare, the principles of the stable funding, adequate review, national consensus etc is essentially demand.
