신규 산업단지 입주수요의 공간적 범위에 관한 연구 (A study on the spatial range of firm location demand in newly developed industrial complexes)

초록

산업단지 입주수요 추정을 위해 설정되는 공간적 범위는 추정될 수요량에 직접적 영향을 미치게 된다. 다시 말하면, 산업단지 입주수요를 추정하기 위한 공간적 범위를 넓게 설정할수록 추정될 수요량은 커진다. 그러나 이를 설정하기 위한 기준 및 근거자료로 활용될 수 있는 국내의 실증분석은 부족한 실정이다. 산업단지 입주수요 추정 시 구체적 실증분석에 기초하지 않은 공간적 범위의 설정은 추정의 신뢰성을 저하시키고, 입주수요가 과대추정되는 주 요인으로 작용할 수 있다. 이에 본 연구에서는 최근에 개발된 신규 산업단지들을 대상으로 입주수요가 발생하는 공간적 범위를 실증분석하였다. 분석결과, 산업단지 입주수요의 대부분이 이전수요이고, 이전수요 또한 근거리 내에서 이루어짐을 확인하였다. 이러한 연구결과를 바탕으로 본 연구에서는 산업단지 입주수요의 공간적 범위 설정 시 ① 입주수요가 주로 발생하는 직접권역의 축소가 필요하다는 점, ② 설문조사 외에 지역 내 이전수요의 잠재력 분석에 초점을 둔 수요분석방법을 모색할 필요가 있다는 점을 제시하였다. 이와 함께 정책적 시사점으로 ① 산업 및 공간 정책 측면에서 산업단지 역할에 대한 재정립이 필요하다는 점, ② 입주수요의 공간적 범위를 고려한 기업유치 전략이 요구된다는 점 등을 제안하였다.

영어초록

The spatial range set for estimating the firm location demand for a newly developed industrial complex directly affects the amount of demand to be estimated. In other words, the wider the spatial range for estimating the demand, the larger the demand to be estimated. However, there is a lack of domestic empirical analysis that can be used as criteria or evidence to set the spatial range. When estimating the firm location demand for an industrial complex, the spatial range that is not based on specific empirical analysis can reduce the reliability of the estimation and act as a major factor overestimating the firm location demand. In this respect, this study conducted an empirical analysis of the spatial range where the firm location demand mainly occurs in recently developed industrial complexes. As a result of the analysis, this study confirmed that most of the firm location demand for local industrial complexes were generated by the relocation of firms and the relocation of firms took place at a spatially close distance. Based on these research results, this study proposed the following implications. From a methodological point of view, first, it is necessary to set the direct area where the firm location demand mainly occurs by reducing it. Second, in addition to the survey method, it is necessary to seek a demand analysis method that focuses on firms that have a large effect on internal factors such as the age of the building. Furthermore, from a policy point of view, first, local governments need to reestablish the role of industrial complexes in terms of industrial and spatial policies. Second, local governments are required to have strategies for attracting firms that consider the spatial range of firm location demand. Third, industrial complexes are still important as a policy tool to attract firms outside the region, so local governments should strengthen their policy capabilities related to industrial complexes.
