초록

번호이동성(number portability)은 통신이용자가 이용사업자를 선택할 때 자신의 번호를변경해야 한다는 불편을 제거함으로써 이용자의 편익을 증진시키고 통신시장에서의 경쟁을 활성화하는 통신규제자의 정책도구의 하나이다. 번호이동성은 통신사업자, 이용자, 규제자간에 이해가 상충하는 이슈중의 하나이다. 통신 규제자는 이러한 목적을 달성하기 위해 많은 어려움과 장애물을 경험해왔다. 본 연구는 미국, 영국, 독일, 호주와 우리나라의 번호이동성정책을 통신 이해관계자들간의 역할관계를 중심으로 비교 분석하였다. 본 연구에서는 번호이동성정책측면에서 국가간 차이를 평가하기 위한 다섯 가지의 기준을 제안하였다. 그 기준은 규제자의 기술전문성, 정책결정과정에서 이해관계자의 관여정도, 규제자의 구체적인 정책대안에 관여정도, 경제적 평가, 규제자와 운영기관의 형태와 특성이다. 본 연구에서는 이들 기준을 활용하여 다섯 국가를 비교했다. 본 연구의 결과는 번호이동성정책의 결과를 평가하기 위한 기초를 제공하는데 기여할 것으로 기대한다.

영어초록

Number portability is one of the telecommunication regulator's policy tools to enhance users' benefits and boost competition in the telecommunications market by eliminating the inconvenience of users having to change their numbers when selecting a service provider. Number portability is one of the issues of conflicting interests among operators, users and regulators. Telecommunications regulators have experienced many difficulties and obstacles to achieve this goal.
Number portability is divided into Location Portability, Operator Portability, and Service Portability. It is also divided into Local Number Portability and Non-Geographic Portability, depending on the number provided by the number being moved. And most countries are pushing it separately. In the case of local number portability, major European countries, including the U.K., and Hong Kong and the U.S., have been providing it since the 1990s. In particular, the European Union (EU) recommended member states to introduce local telephone number portability by 2000 (Commission of the European Communities, 2000), which accepted these recommendations and introduced them by most countries This study compares and analyzes the number portability policies of the United States, Britain, Germany, Australia and Korea, focusing on the role relationships among telecommunication stakeholders. This study proposes five criteria to assess differences between countries in terms of number portability policy. The criteria are the technical expertise of the regulator, the degree of stakeholder involvement in the policymaking process, the degree of involvement in the regulator's specific policy alternatives, the economic assessment, the form and characteristics of the regulator and the operating institution.
The study presented five criteria for this comparison. The first is the technical expertise of policy institutions. The assessment of the technical expertise of policy agencies can be explained by two criteria. Five kinds of measures were presented in an assessment of whether the technical review had been requested to be reviewed by an external professional agency and whether validation by other agencies involved in such a review was accompanied. The second measure is the degree of participation of interest groups in policymaking. As a measure to measure the level of participation of interest groups in policy decisions, it will first be necessary to measure whether the requirements of users, which are important stakeholder groups, have been reflected. To measure this, countries will be able to measure whether they have conducted a process of collecting public opinion from users in policy making. Another interested group will be the telecommunications service provider. Therefore, it may be possible to measure this through whether a communication service provider or an agency representing the service provider has been given the opportunity to express its opinion in the policy-making process.
The third criterion is the level of detailed policy engagement by policy agencies. The level of detailed policy engagement by policy agencies will be classified according to the level of participation by government agencies, participation in the process of establishing detailed policies, and participation by policy institutions after the implementation of the system.
The fourth criterion is the economic assessment of a policy in the course of policy development. Economic assessment performance will be measured depending on whether the economic assessment is conducted by policy-making agencies or outside professional institutions, and whether each economic assessment has carried out verification procedures or not.
The fifth evaluation criteria are the form and nature of the policy-making and operating institutions. The form and nature of the policy-making and operation institution can be measured according to the nature of the policy-making institution and the nature of the policy-operating institution.
The comparison of five countries regarding number portability policy is followings.
















The results of this study are expected to contribute to providing a basis for assessing the results of the number portability policy.
