초록

FATF는 2021년 10월 가상자산 분야 자금세탁 및 테러자금조달 방지를 위한 “권고안 15 개정 지침서” 이행 제고를 위한 로드맵을 승인하였다. 향후 가상자산 실무그룹(VACG)은 각국의 권고안 15의 기준 이행실태에 대한 보고서를 작성하고, FATF 회원국 및 가상자산 거래가 활발한 국가의 이행실태를 공개할 예정이다. 트래블 룰을 포함한 R.15 지침서의 준수실태 및 DeFi, NFT, 개인지갑, 스테이블 코인, 랜섬웨어, 규제회피 등 가상자산과 관련한 다양하고 새로운 위험 등에 관한 내용을 포함할 예정이다.
본고에서는 비트코인 및 기타 암호화폐(가상화폐) 사용과 거래가 확대됨에 따라 정보보안에 대한 위협과 대응책에 대해 개괄적으로 살펴보고, 사토시 나카모토의 비트코인 제안과 구현으로 암호화폐 자산이 전 세계를 강타했지만 지금은 시장가격이 하락하고, 정보보안 기술의 관점에서 안전에 대한 신뢰가 무너졌다는 점을 검토한다. 개인정보를 보호하기 위해 익명의 결제수단으로 제안되었지만 일반 투자자가 개인키를 제어할 수 없다는 현실에 대응하기 위해 원래 개념에서 벗어났다. 향후 블록체인 기술이 사회에서 온전히 받아들여지기 위해서는 암호화폐 자산의 이력을 바탕으로 사용자 측의 개인키 관리를 포함한 정보보안 조치의 밑바닥을 확고하게 공고히 할 필요가 있다.
국내 암호화폐가 사이버 공격자의 표적이 되고 있다는 사실은 어제 오늘의 진단이 아니다. 블록체인과 암호화폐 시장이 활성화되면서 암호화폐를 매개로 한 온라인 사기 또는 랜섬웨어 공격은 더 강력해졌다. 금융위원회, 경찰청, 국가사이버안전센터가 공동으로 경고를 발령했다. 2023년 초부터 코인 피해액이 900억 개가 넘을 것이라는 분석이 발표되었다. 심각한 상황이 분명해졌다.
범죄수사의 원칙 중 하나는 ‘(범죄활동의) 자금흐름을 따르는 것’이다. 그러나 암호화폐와 같이 자금 자체가 분산되고 익명화되는 사이버 범죄의 경우 추적이 어려워진다. 트렌드마이크로는 공격을 무력화하고 피해를 줄이기 위해 점점 더 심각해지는 이 범죄에 대한 공격분석 및 설명을 수행하고 있다. 국가는 물론 사적 영역의 기관 및 조직은 암호화 자산을 대상으로 하는 공격을 염두에 두고 향후 보안조치를 취하는 것이 중요하다.

영어초록

FATF approved a roadmap to improve the implementation of “Recommendation 15 Amended Guidelines (October 2021)” to prevent money laundering and terrorist financing in the field of crypto-assets. In the future, the Virtual Asset Working Group (VACG) will prepare a report on the implementation status of each country’s recommendation 15 (June 2023), and disclose the implementation status of FATF member countries and countries with active virtual asset transactions (Q1 2024). It will include contents on the compliance status of R.15 guidelines including travel rules and various new risks related to virtual assets such as DeFi, NFT, personal wallet, stablecoin, ransomware, and regulatory evasion.
In this paper, as the use and transactions of Bitcoin and other cryptocurrencies (virtual currencies) expand, threats to information security and countermeasures are reviewed in an overview, and with Satoshi Nakamoto’s proposal and implementation of Bitcoin, cryptographic assets have spread throughout the world. It was hit hard, but now the market price has fallen, and it is reviewing that trust in safety has collapsed from the point of view of information security technology. It was proposed as an anonymous payment method to protect personal information, but deviated from the original concept to respond to the reality that ordinary investors cannot control their private keys. In order for blockchain technology to be fully accepted in society in the future, it is necessary to firmly consolidate the bottom line of information security measures, including the management of private keys on the user side, based on the history of cryptocurrency assets.
The fact that domestic cryptocurrencies are being targeted by cyber attackers is not a diagnosis of yesterday or today. As the blockchain and cryptocurrency markets become active, online scams or ransomware attacks mediated by cryptocurrency have become more powerful. The Financial Services Commission, the National Police Agency, and the National Cyber ​​Security Center jointly issued a warning. An analysis has been published that the coin damage will exceed 90 billion from the beginning of 2023. The serious situation became clear.
One of the principles of criminal investigation is “following the flow of money (of criminal activity).” However, in the case of cybercriminals where the funds themselves are decentralized and anonymized, such as cryptocurrencies, tracking becomes difficult. Trend Micro is conducting attack analysis and explanations for this increasingly serious crime in order to neutralize the attack and reduce the damage. It is important for states as well as institutions and organizations in the private sector to take future security measures with an eye on attacks targeting cryptographic assets.
