충남·세종 지역 사이버성폭력 불법촬영·유포 사범에 대한 대응방안 (Cyber-bullying in South Chungcheong and Sejong areas Countermeasures against Illegal Shooting and Distribution Offenders)

초록

이 연구에서는 최근 사회문제로 대두되고 있는 사이버성폭력 범죄의 확산에 따른 충남·세종 지역 불법촬영 및 유포에 대한 여성 불안지수, 특별단속에 대한 효과성을 설문 분석하였다. 이러한 결과를 토대로 향후 충남지방경찰청의 사이버성폭력 사범에 대한 대응방안을 제시하는데 그 목적이 있다. 이 연구는 2018년 8월 27일부터 11월 8일까지 세 차례에 걸쳐 충남·세종 지역 여성을 대상으로 사이버성폭력(불법촬영·유포)에 대한 인지, 불법촬영물 촬영·유포에 대한 불안지수, 불안감 해소에 대한 100일간 특별단속의 효과성, 앞으로 경찰에 바라는 점 등을 중심으로 온라인 설문조사를 실시하였다.
설문조사 분석결과, 다음과 같이 나타났다.
첫째, 1차 설문조사의 결과 불법촬영물 ‘촬영’에 대한 불안지수는 3.57점으로 젊은 여성(10~30대)과 도시 지역 여성의 불안지수가 상대적으로 높게 나타났고, ‘유포’에 대한 불안지수 역시 3.55점으로 불법촬영이 이루어지는 순간 유포도 될 수 있다는 불안감으로 이어졌다. 또한, 금번 특별단속이 불안감을 해소해 줄 수 있다는 생각에 대한 답변은 40.6%를 차지하는 것으로 나타났다.
둘째, 2차 설문조사 결과 불법촬영물 ‘촬영’에 대한 불안지수는 3.57점에서 3.29점으로 ‘유포’에 대한 불안지수도 3.55점에서 3.18점으로 피해 불안지수가 모두 비슷한 양상으로 감소하였다. 아울러 특별단속도 불안감을 해소해 줄 수 있다는 생각이 49.2%로 상승하였다.
셋째, 마지막 3차 설문조사 결과 특별단속이 불안감 해소에 도움이 되었다는 응답이 42.1% 차지하였고, 불법촬영물 ‘촬영’에 대한 불안지수는 3.57점에서 3.19점(0.38)으로 낮아졌으며, ‘유포’에 대한 불안지수도 3.55점에서 3.11점(0.44)으로 모두 낮아졌다.
이러한 분석결과를 토대로 이 연구에서는 사이버성폭력 불법촬영·유포 사범에 대한 대응방안으로 사이버성폭력 사범에 대한 효율적인 상시단속 수사체제 구축, 불법촬영·유포 사건 피해자 보호 강화 및 삭제·차단에 의한 2차 피해 방지, 음란물 추적 시스템 등을 활용한 수사지원 체계 구축, 유관기관 협업 및 해외사이트 등에 대한 국제공조 강화, 인터넷 플랫폼사업자에 대한 규제 강화방안을 제시하였다.

영어초록

The study surveyed women's anxiety index for illegal filming and distribution of cyber-bullying crimes in South Chungcheong Province and Sejong, which have recently emerged as a social issue, and the effectiveness of special crackdowns. Based on these results, the goal is to present a countermeasure against cyber-bullying offenders by the South Chungcheong Provincial Office. To achieve the goal of this research, the study conducted three surveys of women in South Chungcheong and Sejong regions from August 27 to November 8, 2018, focusing on their awareness of cyber-bullying (illegal filming and prevalence), their anxiety index for illegal filming, their anxiety index for spreading 3 non-punishment, and 4 their desire for police to reduce anxiety.
Survey analysis results showed that: First, according to the first survey, the anxiety index for the overall illegal filming "shooting" was 3.57 points, with the anxiety index for young women in their 10s and 30s being relatively high for urban areas being relatively high. The anxiety index for the total number of illegal films stood at 3.55 points, which led to fears that the illegal shooting could spread as soon as it took place. Also, the idea that the 100-day special crackdown can help ease anxiety accounted for 40.6 percent, the report showed.
Second, the second survey showed that 49.2 percent of the respondents thought that the special crackdown on current trends could ease anxiety, while the anxiety index for the entire filming of illegal films was 3.57 points and 3.29 points, a slight increase in the number of people in their 30s and 40s compared to a large decrease in the anxiety index of 20s and urban areas (the Cheonan area). The anxiety index for the distribution of illegal material was 3.55 points and 3.18 points, similar to the anxiety index for the shooting and the anxiety index for the distribution.
Third, the third survey showed that 42.1 percent of the respondents said the special crackdown helped ease anxiety, the anxiety index for the entire illegal shooting was lowered by 3.57 points 3.1 3.19 points (0.38), and the anxiety index for the distribution of illegal filming edged down to 3.55 points → 3.11 points (0.44.) Based on these analysis results, this research proposed establishing an efficient, always-on investigation system for cyber-bullying offenders, strengthening protection of victims of illegal shooting and shooting incidents, preventing secondary damage by deleting and blocking, strengthening the investigation support system, and strengthening the Internet protocol for related agencies, cooperation and Internet service providers.
