북한의 금융기관 사이버테러 실태 대응 개선방안 연구 (A Study on Improvement Measures to Protect the Korean Financial Network against Cyber Terrorism by North Korea)

초록

최근 국제사회는 북한의 핵과 탄도미사일 등 대량살상무기 개발자금을 원천적으로 막기 위해서 북한과 거래하는 각국과의 금융망 차단 등의 대북제재를 강화하고 있다. 북한은 외화벌이 창구가 마비되어 통치자금이 고갈되자, 부족한 외화를 벌충하기 위해서 정찰총국 산하 사이버 부서 해커조직을 동원하여 한국을 비롯한 각국의 금융망을 대상으로 외화절취 해킹을 시도하고 있다.
북한 정찰총국은 전문해커들을 양성하여 해외에 파견하면, 해커들은 세계 각국의 금융기관과 가상화폐거래소를 대상으로 외화절취를 위한 해킹을 실시간 실행하는 것으로 알려졌다. 실제, 북한은 중국과 러시아, 동남아 등 해외에 현지인들을 내세워 ‘무역회사’ 등과 같은 위장회사를 설립한 후, 해커조직을 파견해 연간 1조 원 상당을 북한에 송금하는 것으로 알려졌다.
이 연구는 북한의 금융망 대상 사이버테러 사례를 분석해 나타난 대응책의 미비점을 보완하기 위해서 사이버테러 법령 재정비, 국제공조체제 구축, 사이버테러 사전탐지 빅데이터 시스템 구축, 국내외 전문가그룹 운영 등의 대응방안을 제시하였다.
그러나 북한당국이 핵과 탄도미사일개발을 멈추지 않을 경우, 국제사회의 대북제재가 계속되는 과정에서 북한은 해커들을 동원해 부족한 외화를 벌충하고자 세계 각국의 금융망을 대상으로 지능화·고도화된 수법을 통한 사이버테러를 끊임없이 시도할 것이다. 이러한 사이버테러는 남·북 간과 북·미 간의 관계 개선과 상관없이 남북분단이 계속되는 한 대남공작 차원에서 진행될 것이다.

영어초록

Recently, the international community has tightened sanctions on North Korea, such as blocking the financial network between North Korean and trading partners to cut supply of funds for nuclear and ballistic missile development. North Korean Government is always trying to get enough foreign currency by computer hackings to the financial network of South Korea and other economically advanced countries. They have a cyber hacker organization under the Reconnaissance Bureau which can be mobilized to take care of problems with insufficient foreign currency.
North Korean Government also send computer hackers abroad. These dispatched hackers are reported to be conducting real-time cyber hacking incidents to get foreign currency. Those fraud cyber attacks are targeting financial institutions and cryptocurrency exchanges located in Korea and around the world. The Reconnaissance Bureau of North Korean Government is known to have established many camouflage companies in China, Russia, and several nations in Southeast Asia. They have been set up for laundering and transferring money to their country. Those hacker organizations are camouflaged as a lawful trading company and transferring an amount of KRW 1 trillion a year.
Based on the results of analyzation on cyber terrorism cases committed by North Korean Government attacking to several financial networks worldwide, this study suggested countermeasures on that. Such as reforming laws to regulate, building an international cooperation system to confront, establishing a preliminary detection system for caught, and operating expert groups acting against cyber terrorism and terrorists at home or abroad.
However, as long as the international community continues financial sanctions on North Korean Government, the government authorities will try to continue attacks on the financial networks. The hackers will develop more intelligent and advanced cyber hacking techniques targeting the financial networks around the world as a mean of compromising enough foreign currency. Such cyber terrorism attacks will be continued even though the South-North cooperations are going on. As long as Korea is divided into two parts, threats from cyber terrorism attacks by the North part will last forever.
