경제안보동맹과 한미사이버안보강화 (Economic Security Alliance and ROK-U.S. Cyber Security Reinforcement)

초록

미국은 지난 20여년간 중국 산업스파이로 인해 많은 국가핵심기술 관련 정보들이 중국에 넘어갔다. 작년도 미국연방수사국이 수사하는 사건의 50퍼센트 이상이 중국 관련 사건이었다. 그래서 미국정부의 대중국 경제안보정책이 지속적으로 강화되면서 미국정보기관을 총괄하는 국가정보국 (ODNI)은 국정원에 경제안보를 담당할 부서를 만들어 달라고 요구하였다. 그래서 2022년초에 국정원은 경제안보국을 신설하였다. 우리나라 역시 요소수 사태등을 겪으면서 글로벌 공급망과 경제안보의 중요성을 깨달았다. 한국정부는 미국의 경제안보 동맹국이 되기 위해 인도태평양 경제프레임워크(IPEP) 가입을 공식화했다. 그리고 이와함께 반도체공급망동맹인 칩4에도 가입했다. 모두가 중국을 상대로 기술동맹, 경제안보동맹을 강화하는 조치이다. 경제안보와 더불어서 사이버안보의 중요성이 같이 부각이 되는데 그 이유는 국가배후의 사이버공격목표들이 주로 민간기업들이기 때문이다. 러시아 해커들에 의한 솔라윈즈나 콜로니얼 파이프라인 해킹사건 그리고 북한해커들에 의한 방글라데시 중앙은행 탈취사건이나 워너크라이 사건들은 민간기업들을 상대로 사이버공격을 행했고 피해 규모가 아주 크다. 이런 사건들은 경제안보와 사이버안보를 동시에 필요로 하는 사건들이다. 네트워크로 연결되어 있는 정보화세계에서 사이버안보는 모든 분야와 다 연관되어 있기 때문이다. 지난 몇 년 전부터 북한을 배후로 하는 해커들이 노리는 공격대상은 주로 금전적인 이익을 취할 수 있는 민간기업이나 가상화폐를 거래하는 개인이었다. 아마도 UN제재이후 핵미사일 개발을 위한 수입원을 민간영역에서 확보하기 위한 것으로 보인다. 특히, 기업들에 대한 랜썸웨어 공격과 가짜 이메일을 이용하여 원격조정사이트로 피해자를 유인하여 금전이나 정보를 빼내는 수법을 사용한다. 그밖에 국가핵심기술을 다루는 연구소나 기업들을 해킹하여 중요 정보들을 훔쳐간다. 국가핵심기술인 경우 피해액 산정이 어려울 정도로 손해가 크다. 경제안보를 위해서는 사이버안보는 필수적이다. 국가핵심기술이 저장되어 있는 서버를 보호하고 외부로부터의 해킹을 막아내고 내부에서 유출된 정보를 적성국으로 보내지 못하게 하는 것도 사이버안보의 영역이다. 이를 위해서 온라인 오프라인에서 동시에 경제안보와 사이버안보를 위한 작전을 펼쳐야 한다. 세부적으로는 산업보안방첩활동이나 사이버보안대응을 의미한다. 한국과 미국은 한국전쟁이후 오래동안 군사동맹관계를 유지하면서 한반도평화유지에 이바지했다. 이제는 군사동맹만이 아니라 경제안보동맹으로서 공동의 경제적 이익을 보호하고 유지하는데 필요한 역할을 상호 요구한다. 경제안보를 위해 상호 협력하지 않으면 지정학적으로나 사이버공간에서 북한, 중국, 러시아의 공격을 혼자 막아내기에 어려움이 많기 때문이다.

영어초록

In the past 20 years, the United States has passed on a lot of information related to national core technology to China due to Chinese industrial espionage. Last year, more than 50 percent of the FBI's cases were China-related. So, as the US government's economic security policy with China continued to strengthen, the Office of the Director of National Intelligence (ODNI), which oversees US intelligence agencies, requested the NIS to create a counter partner department in charge of economic security. So, in early 2022, the National Intelligence Service established the Economic Security Bureau. Korea also realized the importance of global supply chains and economic security while going through the urea solution crisis. The Korean government has formally joined the Indo-Pacific Economic Framework (IPEP) to become an economic security ally of the United States. It also joined the semiconductor supply chain alliance, Chip 4. All are measures to strengthen the technological alliance and economic security alliance against China. Along with economic security, the importance of cyber security is highlighted because the targets of cyber attacks behind the state are mainly private companies. The hacking of SolarWinds or Colonial Pipeline by Russian hackers, the theft of the Central Bank of Bangladesh by North Korean hackers, and the WannaCry incidents were cyberattacks against private companies, and the scale of damage was very large. These incidents require economic security and cyber security at the same time. This is because cyber security is related to all fields in the information world connected by networks. In the past few years, the targets of attacks by hackers based in North Korea have mainly been private companies that can profit financially or individuals who trade crypto currencies. Perhaps it is to secure a source of income for developing nuclear missiles in the private sector after UN sanctions. In particular, ransomware attacks on companies and fraudulent e-mails are used to lure victims to remote control sites to steal money or information. In addition, it steals important information by hacking research institutes or companies that handle national core technologies. In the case of a national core technology, the damage is so great that it is difficult to calculate the damage. Cybersecurity is essential to economic security. It is also an area of ​​cyber security to protect the server where the national core technology is stored, prevent hacking from the outside, and prevent information leaked from the inside from being sent to enemy countries. To this end, operations for economic security and cyber security must be carried out simultaneously online and offline. In detail, it means industrial security counterintelligence activities and cyber security countermeasures. South Korea and the United States have contributed to maintaining peace on the Korean Peninsula while maintaining a military alliance for a long time after the Korean War. Now, as an economic security alliance, not just a military alliance, we ask each other to play the necessary roles in protecting and maintaining our common economic interests. This is because without mutual cooperation for economic security, it is difficult to defend against attacks by North Korea, China, and Russia alone, both geopolitical and in cyberspace.
