초록

작년 7월 백제역사유적지구가 세계문화유산에 등재됨에 따라 많은 국민들이 백제의 역사문화에 관심을 계기가 되었다. 또한 백제역사유적에 대한 보존과 관리에 대한 무거운 책무를 가지게 되었고, 이를 활용한 경제적 부가가치 창출을 위한 컨텐츠 계발에 많은 숙제도 안게 되었다.
최근 세계문화유산 등재대상이 점적인 개념에서 면적으로 접근하려는 추세에 발맞춰 그 지역에 살고 있는 지역주민들의 역할이 매우 중요한 이슈로 등장하게 되었다. 따라서 세계유산 등재과정에서는 이해 당사자인 주민들과 끊임없는 대화와 설득을 통하여 세계유산에 대해 올바른 인식을 가지게 하고, 그들로 하여금 추진과정의 주역으로 역할을 하게끔 인내심과 노력이 절대적으로 필요하다.
이 글에서는 세계문화유산의 개념 및 추이에 대해 간략히 소개를 통하여 세계유산이 선진국 중심으로 치중된 점을 지적하고, 세계유산과 지역사회의 불가분의 관계를 설명했다. 또한 유적 경관을 중요시하는 1984년 이래 세계유산회의 내용을 소개하고 실제 외국과 국내유적의 사례를 들어 지역사회의 역할을 강조했다. 또한 주체적 주민활동의 필요성에 대해서 일본의 나라와 교토의 “마을 가꾸기まちづくり"의 사례를 들어 주민들이 주체적으로 문화유산을 가꾸어 나가는 예를 소개했다.
마지막으로 익산 지역사회에 제언을 통하여 우선 익산의 역사문화의 정체성에 대하여 도성체계 개념으로 접근해야 하는 당위성을 설명하였다. 또한 백제역사유적지구의 등재유적의 특징은 거의 매장문화재로서 완벽한 유적을 보여주는 것이 아닌 만큼, 이해하기 쉽도록 지적교육의 필요성을 제기하였다. 한편 인근유적이나 지역산업과 연계하는 방안으로서 동진강유역의 백제 중방문화권과 연계하는 관광산업 계발이 요구되며, 익산의 석재산업은 전국적으로 유명한 만큼 한국의 석탑박물관과 고구려와 백제 적석총을 재현하여 유적의 "파이"를 키우도록 제안하였다. 특히 익산은 고도로 지정되어 있기 때문에 고도사업과 세계문화유산 사업을 상호 연계한 주민들의 적극적인 참여방안으로서 미륵사지나 왕궁에서 오래전에 유출된 석재를 되돌리는 "내셔날트러스트"같은 시민운동을 제안하였다. 그리고 각각의 유적과 인근 학교와 자매관계를 맺어 문화재 보호를 통해 지역사회를 사랑하는 인식이 중요하다는 점을 강조하였다.

The inscription of Baekje Historic Areas in the world heritage list in July last year occasioned to prompt large number of Korean people to take interest in the history and culture of Baekje. It furthermore served as a momentum for them to feel heavy sense of responsibility for preservation as well as management of Baekje historical relics and for development of contents as a task to create economic added value by utilizing them.
In line with the recent trend to widen the objects to inscribe in the world heritage list not from the point-to-point approach but from the plane-to-plane one, the roles of local residents have become a most significant factor. Accordingly, efforts should absolutely be made to keep talking with local residents who are the interested party to have proper view of the world heritage and persuading them with patience to play a leading role during the process of inscription in the world heritage list.
The present paper explains briefly the concept and development of world cultural heritage in the introduction and points out that too much weight has been given to the world heritages of advanced countries so far and that world heritage and local community have indispensible relationship with each other. It is also mentioned here that emphasis in the world heritage meetings has shifted to landscape of relics since 1984 and actual examples of relics in foreign countries and Korea are cited to emphasize the importance of the role local communities should play in this respect. Among the cited examples, the "community building or まちづくり" in Nara and Kyoto, Japan is particularly noteworthy in that it was initiated by the local residents themselves in response to the needs to cultivate their cultural heritage.
Lastly, this study suggests the local community of Iksan to have sense of obligation to approach to the historical as well as cultural identity of Iksan from the view of a royal capital. It is also proposed to conduct intellectual education for easy understanding of the relics because the special features of the inscribed relics in Baekje Historic Areas do not reflect a full configuration of the buried cultural property in the areas. It is further suggested to promote tourism in conjunction with Dongjin river basin and Baekje Jungbang Cultural Sphere as a means of linkage with neighboring relics and local industries. As the stone industry in Iksan is a national brand, it seems desirable to establish a stone pagoda museum and to revive Jeokseok Tomb of Goguryeo and Baekje Kingdoms in an attempt to enlarge the size of "pie", the relics. Taking into account that Iksan is designated as an old capital, it is proposed to embark on a civic movement like "national trust" under which the residents in Iksan shall be mobilized to recall the stone which was taken away from the sites of Mireuk Temple or the royal palace long ago as a measure for residents to actively participate in the project linking the old capital with the world cultural heritage. It is stressed in this paper to have affection to the local community through preservation of cultural property suggested to establish sisterhood relationship between a relic and its neighboring school.
