과학정책 의제설정에서 과학자의 역할-기초과학연구원(IBS)과 기초연구 예산 ‘2배 증액’ 사례를 중심으로- (The Role of Scientists in Setting the Science Policy Agenda: Focusing on the Case of the Institute for Basic Science (IBS) and the 'Doubling' of the Basic Research Budget)

초록

이 연구는 이명박 정부의 기초과학연구원(IBS) 설립과 문재인 정부의 기초연구사업예산 2배 증액 사례를 비교 분석함으로써 과학정책 의제설정 과정의 특징과 정책 대상이면서 동시에 정책형성 행위자인 과학자의 역할을 조명한다. 기초과학연구원 설립 의제는 과학자들이 중심이 된 ‘은하도시포럼’에서 처음 제시되었고, 사업의 초기 구상을 소수의 과학자가 주도하였다는 점에서 내부접근형 의제설정모형에 해당한다. 한편, 연구자 주도 기초연구예산을 확대하자는 의제는 과학자 다수가 생물학연구정보센터(BRIC) 홈페이지와 국회청원을 통해 이슈를 확산시켰고, 그 내용이 유력 대선후보의 공약과 이후 국정과제에 반영되었다는 점에서 외부주도형과 동원형이 혼합된 의제설정모형에 해당한다. 하지만 두 사례 모두 과학자들이 주도적으로 제시한 초기 의제의 내용과 정책형성과정에서 정부가 제시한 공식의제의 내용이 달라졌다. 이는 과학정책의 의제의 직접적인 편익을 계산하기 어렵고 정책형성 과정에서 대중의 관심과 지지를 얻기에도 쉽지 않아 대통령과 정부의 의지가 중요하게 작용한 것으로 풀이된다.
이 연구는 두 과학정책 사례에서 의제설정의 양상을 비교하였으며, 관찰된 차이가 편익의 집중과 분산에 대한 인식의 차이에 기인했다고 보았다. 특히, 두 사례에 대한 비교분석을 통해 다른 이익집단과 달리 인지적 권위를 이용해 의제설정 과정을 주도하는 과학자집단의 전략적 행태에 주목하였으며, 이슈의 발전단계에 따라 의제를 주도하는 행위자들과 의제설정 방식이 달라지는 과학정책의 특성을 확인하였다는 점에 의의가 있다.

영어초록

This study analyzes the establishment of the Institute of Basic Science (IBS) under the Lee Myung-bak administration and the doubling of the budget for basic research projects under the Moon Jae-in administration to shed light on the characteristics of the science policy agenda-setting process and the role of scientists as both policy targets and policy-shaping actors. The agenda of establishing a basic science institute was first presented at ‘the Galactic City Forum’, which is centered on scientists, and the initial conception of the project was led by a small group of scientists, which fits the internal assess model. On the other hand, the agenda to expand the basic research budget, which was led by researchers, is a mixed agenda-setting model of external initiative and mobilization in that many scientists spread the issue through the BRIC website and a petition to the National Assembly, and the contents were reflected in the pledges of the leading presidential candidates and subsequent national issues. However, in both cases, the content of the initial agenda proposed by the scientists differed from the official agenda proposed by the government in the policy formation process. The agenda of science policy is highly specialized and difficult to calculate direct benefits, and it is difficult to gain public attention and support in the policy formation process, which explains the importance of the will of the president and the government.
This study suggested that the observed differences were due to differences in perceptions of the concentration and dispersion of benefits. In particular, the comparative analysis of the two cases shows the strategic behavior of a group of scientists who use their cognitive authority to drive the agenda-setting process, and identifies the characteristics of science policy in which the actors and agenda-setting methods change depending on the stage of development of the issue.
