국방여건 변화에 대비한 한국군 병력확보 및 교육훈련체계 발전방안: 미국 육군 예비군제도와 일본 육상자위대 교육훈련체계 분석을 중심으로 (A Study on the Development of the Education and Training System for the Korean Armed Forces in preparation for the Change of Defense Conditions: Based on the analysis of the U.S. Army Reserve System a)

초록

저(低)출산 문제로 인한 미래 병역자원의 감소 정도는 더욱 커지고 있다. 인권과 복지에 대한 국민적 요구 증대 및 모병제로의 전환 요구 등이 증대하고 있다. 이와 같은 배경에서 미래 성공적인 국방운영 달성을 위해서는 사실화된 병력자원 감소 및 예상되는 모병제로 전환 국면에서 전투력 유지 및 발휘에도 제한 없는 경제적인 병력확보 방안 도입이 필수적이다. 이에 본 연구는 먼저 모병제를 추진해 왔으며, 여러 변화의 국면에서 시행착오를 겪으며 효과성을 입증한 미국과 일본의 병력확보 및 교육훈련체계를 참고하여 한국군의 발전을 위한 시사점을 얻고자 한다.
미국은 100년이 넘게 예비군제도를 운용하고 있으며, 모병제 속에서 예비군 정예화 노력도 50년 넘게 시행하며 효과성을 입증하였다. 특히 체계적인 교육훈련제도 및 충분한 경제적 보상을 통해, 각 군별로 부족한 병력자원을 국내･외 유사상황시 신속히 투입하고 있다. 한편, 일본도 2차 세계대전 패전 이후 병력자원 확보제한의 한계를 모병제 및 교육훈련체계 고도화를 통해 국내･외 도전위협을 극복해 나가고 있다. 특히, 계급별 정년연장 및 상위계급에 대한 전문 고도화된 엘리트식 교육훈련실시 등을 통해 병력을 운용하고 있다.
이를 통해, 본 연구는 다음과 같은 발전방안을 도출하였다. 먼저, 병력자원 확보 관점에서, 한국군도 병력 개인발전을 지원하고 개인 목표달성이 가능한 개방적인 병력자원 확보방안을 마련해야 한다. 정년연장, 진급의 개방성, 복리후생 등 개인발전 및 목표달성을 위한 방안을 마련해야 한다. 두 번째는, 전투력을 갖춘 병력육성을 위해, 한국군은 교육훈련 기간 및 방법 등에서 더욱 강화된 체계를 적용해야 한다. 일본의 양성교육체계가 시사하는 바와 같이, 강화된 양성교육 훈련체계를 통해 부대전투력 강화 및 빠른 야전 적응력을 갖출 수 있는 교육훈련이 요구된다. 마지막으로, 상비군의 동반전력으로 임무와 기능을 수행할 수 있는 예비군을 육성해야 한다. 예비군은 상비군의 보조전력이 아닌 동반전력으로 인식하고, 이를 위해 전투장비, 물자, 경제적 보상 등 측면에서 상비군에 준하는 확보 및 지원방안이 필요하다. 이를 위해 예비군의 명확한 지위 및 국가위기 차원에서 신속한 동원이 가능할 수 있는 법률적 기준 재정비가 필요하다.

영어초록

The degree of decline in future military service resources due to the low birth rate problem is increasing. There is an increasing demand for human rights and welfare and a growing demand for the transition to a recruitment system. Against this background, in order to achieve successful defense operations in the future, it is essential to introduce an economical military security plan that is not restricted in maintaining and exercising combat power in the face of a reduction in military resources and a transition to an expected recruitment system. Therefore, this study has first promoted the recruitment system, and it aims to obtain implications for the development of the Korean military by referring to the U.S. and Japan’s military strength and education and training systems that have proven their effectiveness through trial and error in various phases of change.
The United States has been operating the reserve military system for more than 100 years, and efforts to elite reserve forces have been implemented for more than 50 years under the recruitment system to prove its effectiveness. In particular, through a systematic education and training system and sufficient economic compensation, insufficient military resources are quickly injected into each group in case of domestic and foreign similar situations. On the other hand, Japan has also overcome the threat of domestic and foreign challenges by upgrading the recruitment system and education and training system to limit the securing of military resources after the defeat of World War II. In particular, the military is operated through the extension of the retirement age by class and the implementation of specialized advanced elite-style education and training for the upper classes.
Through this, this study derived the following development plan. First, from the perspective of securing military resources, the Korean military should also come up with an open plan to secure military resources that can support individual development of military forces and achieve individual goals. Measures for personal development and goal achievement, such as extension of retirement age, openness to promotion, and welfare, should be prepared. Second, in order to foster troops with combat capabilities, the Korean military should apply a more strengthened system in terms of the period and method of education and training. As suggested by Japan’s gender education system, education and training are required to strengthen unit combat capabilities and to be able to adapt quickly to the field through the strengthened gender education and training system. Finally, it is necessary to foster reserve forces that can perform their duties and functions with the co-operation of standing forces. The reserve forces are recognized as companion forces rather than auxiliary forces of the standing army, and for this, it is necessary to secure and support measures equivalent to those of the standing army in terms of combat equipment, supplies, and economic compensation. To this end, it is necessary to reorganize legal standards that can enable rapid mobilization in terms of the clear status of the reserve forces and the national crisis.
