경제·인문사회분야 출연연의 R&D 예·결산시스템 개선방안 : 과학기술분야 출연연과의 비교를 중심으로 (R&D budget and settlement system improvement plan in Gyeonginsa research Institutes - Focusing on comparison with research institutes in the science and technology field)

초록

경제·인문사회분야 정부출연연구기관(이하 경인사 출연연)은 새로운 미션과 혁신을 지속적으로 추진해야 한다는 시대적 필요성에 발맞추어 연구·행정 혁신을 추진해 오고 있다. 그러나 중장기 중심의 안정적 연구환경 및 연구자율성 보장 등이 필요한 경인사 출연연은 정부 부처의 단기·긴급연구 중심 연구과제의 요구에도 대응해야 하는 이중적 연구환경에 직면하고 있다. 연구자 중심의 연구환경 개선과 합리적 연구 지원제도의 운영 등을 통한 혁신적 연구환경 조성의 첫걸음은 R&D 예·결산시스템 개선이다. 그동안 경인사 출연연은 과학기술분야 정부출연연구기관(이하 과기 출연 연)의 제도를 케치업(catch-up) 해 오고 있다. 본 연구에서는 경인사 출연연이 국가 싱크탱크로서의 역할을 충실히 수행하기 위해서 반드시 적용되어야 할 몇가지 과기 출연연 방식 적용을 제안하고자 한다. 첫째, 예산편성 비목의 단순화와 편성예산 규모 조정이며, 둘째, 연구사업 분류체계 개선, 마지막으로 유사중복체계 시스템화를 통해 연구자의 연구환경 몰입을 높이는 방안을 고민해야 할 것이다. 이러한 방안이 실행되어 국가정책수립에 기여하고, 출연연 설립목적이 맞는 역할 수행을 기대해 본다.

영어초록

Government-funded research institutes related to Economics, Humanities and Social Sciences research field(hereinafter referred to as Gyeonginsa research Institute) have been promoting research and administrative innovation in keeping with the needs of the times to continuously pursue new missions and innovations.
In addition, Gyeonginsa research institutes need to ensure mid-to-long-term stability and research autonomy while government departments require them to demand short-term and urgent research-focused research projects.
The first step in creating an innovative environment by improving the research environment centered on researchers and operating a rational research support system is to improve the R&D budget and settlement system. In the meantime, the Gyeonginsa research Institutes have been catching up on the system of Government-Funded Research Institutions in Science and Technology. In this paper, in order to create a research innovation environment and to faithfully perform its role as a core research think tank required by the national society, we propose the application of several science and technology funding methods that must be applied through comparison with the science and technology budgeting and settlement system.
First, it is to improve the classification system of research projects. Second, it is necessary to think about ways to increase researchers' immersion in the research environment through simplification of budget allocation items, adjustment of budget size adjustment, and finally systemization of similar overlapping systems. Based on these measures, it is expected that the research environment of the researcher will be changed to serve as a starting point for the contribution to national policy and the presentation of the future vision of the research conducted by the research institute.
