새로운 디지털 공동체 실현을 위한 교육 방안: 자유학년제 활용을 위한 디지털 시민성 교육과정 탐구 (A Study on Educational Methods for the New Digital Community: Development of Digital Citizenship Curriculum for Free Semester System)

초록

기술혁신과 ICT 산업의 발전이 우리 삶을 다채롭게 만들고 있지만, 한편으로 기술발전에 상응하지 못하는 문화와 규범의 지체가 개인의 생활과 사회의 안전을 저해하고 있다. 새롭게 발생하는 문제들에 대응하며, 미래 공동체 전반의 가치질서를 구현하기 위한 전략설계가 필요하다는 인식에 따라 디지털 시민성이 주목을 받고 있다. 디지털 시민성은 ICT 기반의 디지털 사회를 살아가는 시민이 권리와 의무를 다하기 위해 갖추어야 할 기본역량과 자질을 뜻하며 새로운 시대에 대응하는 윤리, 덕목, 역량의 총체라 할 것이다. 디지털 시대에서의 상호간의 소통과 배려 공동체성의 확립을 위하여 세계 주요국들은 일찍이 디지털 시민성에 주목하여 연구를 발전시켜왔으며, 우리나라에서도 범정부 전략 차원에서 디지털 시민성이 논의되면서 디지털 미디어 교육 강화가 추진되고 있다. 본 연구는 이러한 디지털 시민성의 필요성에 응답하기 위하여 디지털 시민성을 학교교육에서 실천할 수 있도록 자유학년제에서 활용할 수 있는 디지털 시민성 교육과정을 개발, 제안하고 있다. 디지털 시민이 갖추어야 할 요소를 역량과 시민관점으로 구분하고 이를 실천할 수 있는 세부과제로 구분하였으며, 교육과정에서 일반화된 분류 기준을 참고하여, 디지털 권리와 책임, 디지털 접근, 디지털 법률, 디지털 배려와 관용, 디지털 참여의 5개의 주제로 구분하여 제시하였다. 총 16차시의 디지털 시민성 교육과정은 기본적으로 자유학년제의 활용을 전제하고 있으나 필요에 따라 모듈 단위로 나누어 다양한 방식으로 교육이 이루어질 수 있도록 하였다. 다만, 본 연구는 중학생만을 특정하여 교육의 내용과 방법론을 다루었다는 한계가 존재하는 바, 향후 디지털 시민성에 대한 추가적인 연구가 지속적으로 이루어질 필요성이 있다.

영어초록

Technological innovation and ICT industry development are making our lives colorful, but on the other hand, the delay in culture and norms that do not correspond to technological development is undermining the safety of individuals and society. “Digital citizenship” is drawing attention due to the perception that strategic design is needed to respond to emerging problems and implement future community-wide value order. Digital citizenship refers to the basic capabilities that citizens living in an ICT-based digital society must have to fulfill their rights and obligations. In other words, digital citizenship is the totality of ethics, virtues and competence in response to the new era. In order to establish individual communication, consideration, and community in the digital age, major countries around the world have developed research by paying attention to digital citizenship. As digital citizenship is also discussed in terms of pan-government strategy, strengthening digital media education is being promoted in Korea. In order to respond to these needs of the times, this study developed a curriculum that can be used in the free semester system as part of the way digital citizenship can be practiced in school education. The elements that digital citizens should have were divided into capabilities and citizens' perspectives and detailed tasks that could be implemented. Training topics to achieve these challenges are presented in five categories: digital rights and responsibilities, digital access, digital law, digital consideration and tolerance, and digital engagement. The 16th round of digital citizenship curriculum basically presupposes the use of the free semester system, but education can be conducted in various ways, such as modular classes, if necessary. However, there is a limit to the fact that this study deals with the content and methodology of education only for middle school students, and further research on digital citizenship needs to be continued in the future.
