주한미군 공여구역 주변지역 활성화를 위한 법･제도 개선방안: 의정부시 사례를 중심으로 (Methods of Improving the Law and Policy for the Revitalization of Areas Surrounding the Granted Districts of the United States Armed Forces in Korea: Focusing on the Case of the City of Uijeongbu)

초록

본 연구는 주한미군 이전에 따른 공여지 개발 정책을 수행 중인 의정부시에 대하여 그 주변지역의 활성화를 위한 방향과 법률 및 제도적 개선과 그 구체적인 관리 방안 등을 제시하는 것이 목적이다. 이를 위하여 주한미군 이전정책과 관련 법･제도, 의정부시의 반환 및 미반환 공여지 발전계획을 알아보았다. 또한 국내외 미군 공여지 개발 사례와 한계점을 고찰하였다. 사례분석은 의정부 내 반환 및 미반환 공여지 8곳을 중심으로 주변지역의 실태와 특징을 분석하였으며, 향후 공간 구성 및 발전방향을 제안하였다. 이와 함께 답보상태인 공여지 관련 발전계획의 법률개정 및 조례 제･개정 방안과 의정부의 지역적 특성을 반영하기 위한 주민참여 및 갈등관리 방안을 구체적으로 제안하였다.
2000년대 이후 추진된 미군기지의 평택 이전은 많은 지역들에게 개발 소외지역으로서 한계를 극복하는 새로운 전기를 마련한 것이 사실이다. 그러나 그 과정에서 사업진행이 원활히 이루어지지 못하였고, 중앙정부와 광역지방정부, 기초지자체간의 협력과 관련하여 관련 법･제도적 미비나 한계로 인해 실제 적용과정에서 어려움이 발생하고 있다. 주한 미군 공여지역등 주변지역에 대한 본 연구가 각종 제안이 기지 이전 관련 기초지자체의 공여지 발전계획 수립과 실제 추진에 조금이나마 도움이 되었으면 한다. 아쉽게도 본 연구는 그 대상이 의정부시로 한정하고 있고, 연구기간 및 여러 사정으로 말미암아 지역 주민들의 충분한 의견수렴이 이루어지지 못한 한계가 있다. 따라서 향후 연구에서는 경기도는 물론 강원도 등 미군 공여지 관련 지역의 특징과 발전방향, 각종 문제점 들을 복합적으로 고려하여 전반적인 문제해결 방안의 도출되기를 제안하여 본다.

영어초록

The purpose of this study is to propose a development direction, legal and policy improvements and detailed management methods, etc. for the revitalization of the areas surrounding the districts granted from the United States Armed Forces in Korea (USFK) in the city of Uijeongbu. For this purpose, I looked into the relocation policy and the related laws and systems of the USFK and the city of Uijeongbu’s development plan for the granted and non-granted lands. Moreover, I looked into the cases of developing the granted districts of the United States Armed Forces within and outside of Korea, and studied their limitations. The case study was conducted on 8 granted districts that were either returned or non-returned within Uijeongbu, and analyzed the status and characteristics of the surrounding areas. Additionally, I proposed a direction for the space composition and development for the future. Moreover, I proposed measures to amend laws, enact/amend ordinances on development plans related to granted districts, which are currently at standstill, and also proposed specific methods for resident participation and conflict management to reflect the local characteristics of Uijeongbu.
The relocation of the US military bases to Pyeongtaek since the 2000s has provided a new turning point to overcome the limitations of being isolated from the development for many regions. However, the project implementation process has not been smooth, and many difficulties are arising during the actual implementation stages due to the inadequacies and limitations on the laws and systems related to the cooperation between the central government, metropolitan local governments and the lower level local governments. I hope that this study on various proposals for the areas surrounding the granted districts of the USFK will provide assistance in establishing and implementing development plans on the granted districts by the relevant lower level local governments. Unfortunately, the subject of this study is limited to the city of Uijeongbu, and due to many circumstances, including the study period, the opinions of the local residents were not sufficiently collected. Therefore, I propose a study on developing a method to resolve the overall problems by comprehensively considering the local characteristics of regions related to the US granted districts, such as Gyeonggi-do and Gangwon-do, the development directions and various problems, etc. in the future.
