중앙정부와 지방정부간 협력적 전략방안: 윤석열 정부의 지방시대위원회를 중심으로 (A Study on the Cooperation Strategy between the Central and Local Governments: Focusing on the Local Era Committee of the Yoon Seok-yeol government)

초록

중앙정부의 많은 권한이 지방정부로 이양되고 있음에도 불구하고 지역은 여전히 다양한 위기를 겪고 있다. 수도권으로의 인구 및 경제력 집중으로 인한 지역소멸, 수도권과 지역간 격차의 심화 등을 들 수 있다. 이는 수도권의 과도한 발전을 초래함으로써 국가경쟁력을 저해하게 된다. 이에, 중앙정부와 지방정부의 새로운 관계의 전환이 필요하다. 그동안 대한민국의 지역균형발전정책은 지속적이고 연속성을 지니기 보다는 정부의 이념별로 큰 차이가 발생하였다. 이런 점에서 윤석열 정부는 ‘공정’이라는 가치와‘시장친화적 지역발전’ 정책이라는 점에서 기존 정부들과는 차이가 난다. 이에 본 연구에서는 역대 정부의 중앙정부와 지방정부 간 협력정책의 핵심으로서 지역균형발전정책들을 평가하고, 지역균형발전정책의 주요 이슈들과 중앙정부와 지방정부 협력제도 사례들을 살펴보고 중앙정부와 지방정부 간 협력전략 방향을 제시한다.
결과, 중앙정부와 지방정부 간 협력방향은 첫째, 중앙과 지방정부간 수평적 협력관계의 변화와 중앙의 권한이양과 둘째, 미래지향성 정책으로 디지털 기술을 활용한 지역혁신정책 필요 셋째로는 지역 주도의 초광역권 지역발전 전략 필요, 넷째로는 인구감소지역 지원 특별법」의 적극 활용, 마지막으로 지방정부간 광역협력 수요에 기인한 「특별지방자치단체」설치 활성화 등이 있다.

영어초록

Despite the fact that many of the powers of the central government are being transferred to local governments, the region is still experiencing various crises. Examples include regional extinction due to concentration of population and economic power in the metropolitan area and deepening of the gap between the metropolitan area and regions. This causes excessive development in the metropolitan area, thereby hindering national competitiveness. Accordingly, a new shift in the relationship between central and local governments is needed. So far, Korea's regional balanced development policy has not been continuous and consistent, but there have been significant differences depending on the government's ideology. In this respect, the Yoon Seok-yeol government differs from existing governments in its value of ‘fairness’ and ‘market-friendly regional development’ policy. Accordingly, this study evaluates regional balanced development policies as the core of the cooperation policies between the central and local governments of previous governments, examines major issues of the regional balanced development policies and cases of central and local government cooperation systems, and examines the central and local governments' cooperation policies. Presents the direction of inter-governmental cooperation strategy. As a result, the direction of cooperation between the central government and local governments is, first, a change in the horizontal cooperative relationship between the central and local governments and transfer of central authority, second, the need for regional innovation policies utilizing digital technology as a future-oriented policy, and third, local leadership. Fourthly, there is a need for a regional development strategy in the metropolitan area, fourthly, active use of the “Special Act on Support for Areas with Declining Population”, and finally, activation of the establishment of “special local governments” due to the demand for metropolitan cooperation between local governments.
