해양경찰 채용제도에 관한 문제점 및 개선방안: 최근 3년(2017∼2019)을 중심으로 (A Study on Improvements and Problems on the Recruitment System of the Korean Coast Guard)

초록

이 연구의 목적은 해양경찰청에서 시행한 해양경찰관 채용제도에 있어서 최근 3 년간과 그 이전의 채용계획과 채용조건 변경내용에 있어서 제도적, 현실적인 문제점을 살펴보고 그에 대한 개선 방안을 모색하기 위한 것이다. 또한 앞으로도 계속 될해양경찰 채용에 있어서도 좀 더 해양경찰의 특수한 업무환경에 적합하고, 해양경찰의 발전에 꼭 필요한 우수한 인재를 채용하는 데 기여하고자 한다.
현재 해양경찰 채용제도는 크고 작은 문제점들을 가지고 있다고 생각한다. 그 중에서도 첫 번째는 각 분야별 채용시험의 불규칙적인 시험과목 변경이고, 두 번째는해양경찰학과 특채분야의 채용인원수가 비현실적으로 부족하며, 세 번째는 각 채용분야에서의 자격요건의 내용이 명확하지 않고 미흡하다는 것이다.
그 이유는 먼저 채용시험에서 시험과목의 잦은 변경은 수험생들 사이에 시험에대한 집중력을 분산시키고 변경되는 과목에 대해서는 적지 않은 스트레스와 혼란을가중시킨다는 것이며, 다음은 해양경찰학과 특채분야의 적은 채용인원수는 해양경찰및 해양경찰학과에 대한 재학생 및 시험 준비생의 기대심리가 떨어진다는 것이며, 끝으로 특정분야에서의 지원 자격 요건이 명확하지 않으면 그 분야에 대한 특수성이떨어지는 것은 분명하다고 할 것이다.
그러므로 현 해양경찰 채용제도가 포함하고 있는 문제점들을 개선하기 위한 방안은 채용계획을 세울 때, 채용분야의 현실성을 고려한 적합하고 우수한 인재를 적정수만큼 채용하여야 하며, 채용시험 과목 및 과목 수의 잦은 변경을 없애고, 분야별 특성에 부합하는 조건의 필요인재를 등용하여야 할 것이다.

영어초록

The purpose of the study is to examine institutional and practical problems in the maritime police recruitment system implemented by the Korea Coast Guard over the past 3years and its previous employment plans and changes in employment conditions, and to find ways to improve them. in addition, I will contribute to the recruitment of excellent personnel who are more suitable for the special working environment of maritime police in the future and essential for the development of maritime police.
Now, I think maritime police recruitment system has big and small problems. among them, the first is the irregular change in the employment test in each field, the second is the unrealistically insufficient number of employees in the department of maritime police’s special recruitment field and the third is that the content of qualifications in each recruitment area is not clear and insufficient.
The reason is that frequent changes in the test subjects in the recruitment exam will divide the concentration of the test among the test takers and be a lot of stress and confusion about the subject being changed. The next low number of applicants in the department of marine police’s speciality will decrease the expectations of students and preparers against in the department of marine police & KCG. and finally, if the requirements for application eligibility in a particular field are not clear, it will be clear that there is a lack of specificity in that field.
Therefore, the measures to improve the problems of the current maritime police recruitment system should be taken in developing the employment plan, the appropriate number of suitable and excellent personnel should be employed in consideration of the practicality of the employment field, eliminating frequent changes in the number of recruitment test subjects, employing necessary personnel who conform to the characteristics of each field.
