일반조정교부금 산정방식 문제점과 개선방안: 대전광역시 자치구를 중심으로 (Problems and Measure for Improvement of Calculation of General Adjusted Grants: With a Focus on Autonomous Districts of Daejeon Metropolitan City)

초록

대전광역시 5개의 자치구는 전체 세입액의 77%가 이전재원으로 구성될 만큼 재정자립도가 낮다. 따라서 대전광역시 일반조정교부금 배분기준은 중요하다. 본 연구는 일반조정교부금 배분 시 사용하는 기준재정수요액과 기준재정수입액 개념을 토대로 대전광역시가 자치구에 배분하는 일반조정교부금 산 정방식의 문제점을 도출하고 개선안을 제시하였다. 분석결과, 대전광역시가 사용하고 있는 차등조정방식은 자치구 소득재분기능이 강하지만 자치구의 재정수요를 제대로 담아내지 못하고 있음을 알 수 있었고, 과거에 사용했던 균등조정방식은 자치구의 재정수요를 잘 담아내고 있지만 소득재분배 효과가 미약한 사실을 확인했다. 본 연구에서 제안한 개선안은 자치구의 재정부족비율대로 일반조정교부금을 배분하는 방식으로서 2018년 기준으로 5개 자치구의 재정수요를 가장 잘 반영하며 균등조정방식에 비해 소득재분배효과도 높은 것을 확인할 수 있었다. 본 연구는 선행연구들에서 주요하게 다루지 않았던 일반조정교부금의 산정방식을 연구했다는 점에 서 시사하는 바가 있다. 그리고 연구결과가 실제 지방자치단체의 사례를 대상으로 했기에 연구의 실효 성 측면에서 정책적 함의점이 있다.

영어초록

Five autonomous districts of Daejeon Metropolitan City have low financial independence such that 77% of their total tax revenues consists of transfer. In this regard, the criteria for allocation of general adjusted grants in Daejeon is of significant importance. This study examines and proposes a measure for addressing problems of calculating general adjusted grants allocated to autonomous districts by Daejeon Metropolitan City on the basis of concepts of reference financial demand and reference financial revenues used in allocating general adjusted grants. The results of the analysis suggest that the method of differential adjustment adopted by Daejeon has a strong function of income redistribution among the autonomous districts, but the method is not sufficient to meet their financial demand. On the other hand, the uniform adjustment method used in the past sufficiently met the financial demand of the autonomous districts but had an insufficient effect regarding income redistribution. The measure for improvement presented in this study is to allocate general adjusted grants based on the ratio of financial shortage. As of 2018, this method was observed to meet most of the financial demand of five autonomous districts and to have a stronger effect of income redistribution compared to the uniform adjustment method. This study provides significant implications in that it examined themethod of calculating general adjusted grants, which has not been coveredin most precedent studies. In addition, this study offers policy implicationsin terms of its effectiveness as it looked into the cases of an actual localgovernment.
