유해시설지역의 친환경지역관광개발을위한 전략적 접근 -경주방폐장을 중심으로- (A Strategic Approach to Regional Tourism Development of Environment-friendly Facilities in Detrimental Establishment Zone - Focusing on the Nuclear Waste Site of Gyeongju -)

초록

이 연구는 지역관광개발을 활성화시키는 방안으로서 자연환경이 인간에게 인력(引力)보다는 척력(斥力)을 더욱 크게 표출하는 열악한 입지조건에 비록 역설ㆍ반어적 표현이기는 하지만 친환경적인 지역관광개발을 도모할 수 있는 처방적 대안을 모색하는 것을 목적으로 한다. 경주 방폐장과 같은 유해시설은 과연 관광자원으로 개발하는 것이 역설적으로 가능한가? 유해시설을 어떻게 관광자원화할 것인가? 유해시설을 관광자원화하는데 문제점은 무엇인가? 외국의 유해시설에 대한 관광자원화 사례는 어떠한가? 현시점에서 경주의 유해시설 관광자원화에 대한 대책은 무엇인가? 유해시설을 관광자원화함으로써 얻는 정책시사점은 무엇인가? 등등의 문제의식에 근거하여 유사한 정책사례를 일본 아오모리 로까쇼무라, 영국 쿰브리아 레이크 디스트릭트 셀라필드, 스페인 안달루시아 엘 까브릴 등지의 방폐장 사례를 논거로 제시한다. 유해시설임에도 불구하고 역설적으로 친환경적 온천호텔그룹을 설립하였고 국립공원휴양지와 생수(生水)공장지대를 조성하였으며 세계적인 관광명소로서 친환경적인 서비스과학산업을 육성한 사례를 가지고 경주가 향후 추구해야 하는 지역관광개발정책의 처방적 대안을 모색한다.

영어초록

Faced with contemporary growing leisure-needs to meet rising demands from their constituents for more and better public administration services, practically Aomori-Ken including Rokkasho-Mura local governments of Japan have been increasingly involved in running exclusively characteristic environment-friendly hotel businesses for their own regional tourism development, although the regional habitants have suffered from almost the same political and historical past as that of the Koreans with grave problems about nuclear waste site. This study analyzed some cases from noticeable Gomaki Grand Hotel nearby Rokkasho-Mura of Japan, Lake District National Park of United Kingdom and Córdoba touristic zone near to El Cabril of Spain in opposition to Gyeongju local-government of Korea to make contrastive-oriented comparative analysis. Three of them were selected as success cases and the other as non-success, if not yet failure, case.
Based on literature analysis, this study identified some major determinants of success in the local-government-run ― namely bottom-up approach ― regional development of Japan and those of non-success in the government-run ― i.e. typically top-down approach ― policy of Korea. They are: eminent leadership of the chief executive, employees’ and habitants’ participation in making and implementing policy decisions, appropriateness of the local-government-run exclusively characteristic environment-friendly hotel facilities, and efficiency or effectiveness of the process in carrying out the regional tourism development in detrimental establishment zone. Each of theses theory-based determinants were broke down into several criteria, such as top-down approach, bottom-up approach, and ad hoc proposal on the strategic approach methodology and further into specific measures before it was used for case analyses. Results from the case analyses suggest that all of the some variables used in this study are useful in explaining the differences in the level of success of the regional tourism development run by Japan, England and Spain local governments.
