IPA를 활용한 경찰교육훈련 개선방안:경찰수사연수원 교육프로그램을 중심으로 (A Study on the Measures for Enhancing the Educational Training System of Investigation Police:The IPA(Importance-Performance Analysis) Method)

초록

최근 우리 사회는 급변하는 정치·경제·사회적 현상으로 인하여 새로운 치안수요와 변화하는 관계법령에 적극적이고 능동적으로 대처하는 분야별 전문가의 양성이 간절히 요구되고 있다. 이 중에서 수사 분야는 범죄행위를 신속하고 완벽하게 처리해야하므로 경찰수사 전문화에 대한 국민들의 기대와 관심이 높다고 할 수 있다. 현재 논의되고 있는 수사구조개혁을 통해 경찰이 독자적인 수사권을 확보하기 위해서, 경찰수사의 전문성 강화는 반드시 해결해야 할 당면 과제이다.
이 연구는 경찰수사의 전문성 강화를 위한 제도 개선노력 중, 수사경찰의 교육훈련을 개선하기 위한 방안에 대하여 고민하였다. 이를 수행하기 위해서 현행 수사경찰의 교육을 재검토하고, 수사경찰이 인식하는 수사교육훈련 프로그램의 중요도-실행도 분석을 활용하여 수사경찰의 전문화 방안을 논의하였다.
논의 방법으로 우선, 수사경찰에 대한 이해를 위해 우리나라 수사권 구조와 수사경찰의 실태를 살펴보았고, 수사권과 수사경찰 교육훈련 현황을 통하여 수사경찰의 의의와 교육훈련에 대한 문헌 검토를 실시하였다. 다음으로, 수사경찰의 재교육이 이루어지고 있는 경찰수사연수원의 교육과정에 대해 수사경찰이 인식하는 각 프로그램별 중요도-실행도 분석결과를 도출하기 위하여 IPA 분석(Importance-Performance Analysis)을 실시하였다. 마지막으로, 분석 결과를 바탕으로 문제점 논의와 수사경찰의 전문화를 위한 교육과정 개선, 교육자료 개발 등을 제언하였다.
위와 같은 분석결과를 바탕으로 수사교육을 담당하는 실무자들은 수사경찰이 인식하는 교육 프로그램의 필요도 및 욕구를 파악하고, 이를 반영한 교육훈련을 개발하여 제공함으로써 교육훈련의 실행도를 높여야 할 것이며, 나아가 수사경찰 교육훈련에 대한 지속적인 후속연구를 통해 수사경찰 전문화에 기여해야 할 것이다.

영어초록

As of recent times, due to a phenomenon of our society rapidly changing politically, economically and socially, new demands for public security and training for professionals who can handle the changing law enforcement in an active manner are being desperately called for. The work of a law enforcement agency’s criminal investigations department is required to solve crimes that cannot be prevented through community policing and other means, and the general seriousness of crimes that find themselves under investigation by CID detectives mean that there is a high expectation of excellence from investigative officers.
Through the currently debated reformation of the investigative structure, in order for the police to secure independent investigative power, the challenge of emphasis on the specialisation of investigation officers must be solved.
This study shows the efforts made to reform a system to place emphasis on specialisation by investigative officers, and the measures needed in terms of training and education in order to achieve this aim. A review of the currently existing education and training programmes for investigative officers was made as well as a discussion on specialisation by examining the levels of understanding that current investigative officers have on the importance-performance of investigative training programmes.
Through an IPA matrix analysis, the results of an inquiry into priorities in each field show that in the professional field of duty one of the notion and legislation programmes, ‘Understanding of Forensic Science’, and one of the practical programmes, ‘Understanding and Practice of Digital Evidence’, showed two quadrants with a high score on importance and a poor score on performance. Both have thus been demonstrated to be top priorities in reforming the education programme.
Based on these results, executives in charge of investigative education must grasp the needs and wants of investigative officers by developing and delivering education and training that reflects these requirements, that heighten performance, and ultimately contribute to the specialisation of investigation officers.
