충청북도 농촌 사회적경제의 현황과 발전방안 : 사회적 가치를 중심으로 (Chungcheongbuk-do's Rural Social Economy and Its Alternative Development Strategies: Focusing on Social Values)

초록

본 연구는 농촌문제를 해결하는 새로운 대안운동으로서 사회적경제를 주목하고 농촌 사회적경제를 발전시키기 위한 조건과 방향을 모색했다. 특히, 농촌 사회적경제를 발전시키기 위해서 사회적 가치를 인식하고 창출하는 노력이 중요하다는 논점을 강조하고자 했다. 따라서 본 연구는 사회적경제 운동과 지역화의 관점에서 사회적경제의 사회적 가치에 초점을 맞추어 농촌 사회적경제의 현황과 발전방안을 분석하는 것을 목적으로 한다. 이를 위해 충청북도 사회적경제 정책과 사회적경제 조직의 실태를 경험적으로 연구하였다. 먼저, 사회적경제와 사회적 가치의 관계를 이론적으로 논의하고, 충청북도 사회적경제의 역사와 현황을 검토하였다. 다음으로 충북 지자체의 사회적경제 정책의 문제점을 비판적으로 조명했다. 충북 사회적경제의 저발전은 사회적경제가 실현하는 사회적 가치에 대한 인식과 사회적 인정이 미흡하기 때문인 것으로 해석했다. 이어서, 고용노동부의 사회적가치지표(SVI)를 활용해서 충북 농촌 사회적기업들의 사회적 가치 실천 현황을 실증적으로 분석했다. 분석결과, 사회적 가치를 더 많이 추구하는 사회적기업이 다른 사회적경제 및 지역사회 조직과의 연대와 협력, 지역사회 기여, 혁신의 성과 정도가 더 높은 것으로 밝혀졌다. 농촌 사회적경제 조직의 사회적 가치 지향성이 지역 사회적경제 생태계를 활성화시키는 효과와 관련된다는 사실을 경험적으로 확인할 수 있었다. 이를 바탕으로 충북 농촌 사회적경제가 사회적 가치를 창출하고 지역사회의 사회적 지지를 확보하기 위한 발전방안들을 제시하였다. 이러한 사회적 가치를 실천함으로써 농촌 사회적경제가 대안적 연대경제와 지역사회운동으로 발전될 것으로 기대한다.

영어초록

This study focuses on the social economy as a new alternative movement to solve rural problems and seeks conditions and directions for developing the rural social economy. In particular, this paper tried to highlight the role of social values in developing the rural social economy. Therefore, this article aims to analyze the current status and development strategies of the rural social economy, focusing on the social value of social economy from the perspective of social economy movement and localization. To this end, I empirically analyzed the social economy policies of Chungcheongbuk-do and the reality of the social economy organizations. First, the relationship between social economy and social values ​​was theoretically discussed, and the history and current status of the social economy in Chungcheongbuk-do were reviewed. Next, the problems of the social economy policy of the Chungcheongbuk-do local government were critically examined. I interpreted this reason for the underdevelopment of the Chungbuk social economy as the lack of realizing the social values of the social economy and gaining social recognition from the local community. Subsequently, using the Ministry of Employment and Labor's Social Value Index(SVI), the current status of Chungbuk rural social enterprises was empirically analyzed. As a result of the analysis, it was found that social enterprises pursuing more social values ​​had higher achievements of solidarity and cooperation with other social economy and community organizations, community contribution, and innovation. It has been empirically confirmed that the social value orientation of rural social economy organizations is related to the effect of revitalizing the local social economy system. Based on this result, I proposed some alternative ways to realize social values and develop the rural social economy in Chungbuk. By implementing these social values, it is expected that the rural social economy will develop into an alternative solidarity economy and community movement.
